RESOLUTION NO. <br /> RESOLUTION APPROVING USES OF <br /> UNALLOCATED CDBG-CV FUNDS <br /> WHEREAS, Community Development Block Grant Coronavirus (CDBG-CV) response <br /> grants were provided as a supplemental funding to CDBG grantees under the CARES Act, to fund <br /> a wide range of community development activities to help communities prevent, prepare for, and <br /> respond to the direct and indirect effects of the COVID-19 pandemic and to mitigate future risks, <br /> and; <br /> WHEREAS, The City of Decatur has an unobligated CDBG-CV fund balance of <br /> approximately$1 million dollars that must be committed (under a project contract)by September <br /> 2023 or we will have to return these funds to the U.S. Department of Housing and Urban <br /> Development (HUD), and; <br /> WHEREAS, staff is recommending the following projects to expend unallocated CDBG- <br /> CV funds: realignment and reconfiguration of Garfield Park(catalyst project), acquisition, <br /> campus realignment and improvement of Wee Folks Properties, additional rent and utility <br /> assistance to Dove Inc., and Old Kings Orchard(OKO) property repurposing and urban ag <br /> catalyst project, and; before the September 2023 deadline (A formal agreement for each <br /> individual recommendation will come back to Council for final approval): <br /> WHEREAS, A formal agreement for each individual recommended project will come <br /> back to Council for final approval. <br /> NOW, THEREFORE,be it resolved by the City Council of the City of Decatur, Illinois: <br /> SECTION ONE. The City Council agrees to commit unallocated CDBG-CV funds for <br /> the purpose outline above and direct the City Manager, Director of Economic and Community <br /> Development, and Assistant Director of Economic and Community Development to amend the <br /> existing Action Plan and Consolidated Plan. <br />
