RESOLUTION NO.r�610M-M <br /> RESOLUTION AUTHORIZING AGREEMENT <br /> WITH NORTHEAST COMMUNITY FUND <br /> FOR SMALL HOME IMPROVEMENT PROGRAM <br /> WHEREAS,the City of Decatur, Illinois ("City")has received funds from the American <br /> Rescue Plan Act("ARP"); and, <br /> WHEREAS,the City has determined that a Small Home Improvement Program <br /> ("Program") is needed to provide grants to owner-occupied residents in low-moderate census <br /> tracts as set forth in Ex. A for the purposes of making small home improvements and repairs; <br /> and, <br /> WHEREAS,the ARP funds received by the City may be used for specific eligible <br /> activities, including to finance, repair and rehabilitate homeowner occupied units; and, <br /> WHEREAS,Northeast Community Fund("NCF") is a not-for-profit organization <br /> formed in 1969 with its principal office located in Decatur, Illinois to assist needy families in the <br /> Decatur and Macon County community with resources available; and, <br /> WHEREAS,the City has determined that NCF has the capacity to provide assistance and <br /> administer the Program, <br /> NOW,THEREFORE,be it resolved,by the City Council of the City of Decatur, <br /> Illinois: <br /> SECTION ONE. That the City Manager is authorized to enter into an Agreement with <br /> Northeast Community Fund is accordance with the requirements of the American Rescue Plan. <br /> SECTION TWO. That the total appropriation of ARP funds for the Program shall be for <br /> an amount not to exceed Four Hundred Thousand Dollars ($400,000) dispersed in two equal <br /> increments of two hundred thousand dollars, <br /> PRESENTED, PASSED,APPROVED and RECORDED this 5th day of February, 2024. <br /> zj M <br /> JU MOORE WOLFE, MAYO <br /> ATTEST- <br /> CITY CLERK <br />
