ORDINANCE NO. 2024- ORDINANCE AUTHORIZING CONSUMPTION OF ALCOHOLIC LIQUOR ON PUBLIC RIGHTS-OF-WAY,CENTRAL PARK AND PRESTON JACKSON PARK -DOWNTOWN DECATUR MUSIC FESTIVAL- WHEREAS,the Decatur Area Convention&Visitors Bureau has planned its "Downtown Decatur Music Festival", a community summer festival of music performances, food trucks and arts and craft vendors,that will be held in Central Park,Preston Jackson Park and public streets on Friday, August 30, 2024, and Saturday,August 31, 2024; and, WHEREAS, it is the intention of the Decatur Area Convention&Visitors Bureau to offer alcoholic beverages for sale to patrons for consumption at the Downtown Decatur Music Festival; and, WHEREAS, such consumption of alcoholic liquor on public rights-of-way, Central Park and Preston Jackson Park requires the express approval of the City Council; and, WHEREAS, the Council finds that it would be in the best interest of the Decatur Area Convention & Visitors Bureau and the City of Decatur that such consumption of alcoholic liquor as described be permitted for said limited time period. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DECATUR, ILLINOIS: Section 1. That on the days listed herein, and only on such days,between the hours listed opposite each, alcoholic beverages may be consumed in or on those portions of public rights-of- way described in Section 2, hereof, and in Central Park and Preston Jackson Park located in Downtown Decatur, said days and hours being particularly described as follows: Friday,August 30, 2024 4:30 p.m.— 11:00 p.m. Saturday,August 31,2024 11:00 a.m.— 11:00 p.m. Section 2. That those portions of public rights-of-way, at, in, or on which alcoholic liquor may be consumed, on the days and during the hours listed in Section 1 hereof, are described as follows: Central Park Preston Jackson Park South Park Street from Franklin Street to Water Street North Park Street from Franklin Street to Water Street North Water Street from East North Street to East Main Street East William Street from North Water Street to alley adjacent to Preston Jackson Park Section 3. That no alcoholic beverage may be consumed as provided herein unless such alcoholic beverage is in a plastic or paper cup.
