R2025-284 Resolution Authorizing Agreement between City of Decatur, Illinois and Love Learning and Laughter Daycare

RESOLUTION NQK2025— IS 4 RESOLUTION AUTHORIZING AGREEMENT WITH LOVE LEARNING AND LAUGHTER DAYCARE WHEREAS,the City of Decatur, Illinois is an Illinois municipal corporation as set forth in the Illinois Municipal Code; and, WHEREAS,the City is an Illinois home rule community authorized to purchase, sale and otherwise engage in real estate exchanges; and, WHEREAS, Chapter 33 of the City Code of the City of Decatur provides that the City may dispose of property as the Council authorizes or approves; and, WHEREAS,the City owns the property and building located at 1170 Orchard Street, Decatur, Illinois ("Property") formerly known and operating as Wee Folks which was used as a childcare facility; and, WHEREAS, the City has determined that additional childcare options are needed in the urban core based on a workforce development systems assessment, strategy, and implementation roadmap; and, WHEREAS,utilizing CDBG-CV funds for the purchase and renovation of structures to be used in the operation of childcare is an allowable use of the funds; and, WHEREAS,the Property is in need of repairs and renovations in order to be utilized as a licensed daycare in the State of Illinois; and, WHEREAS,Love Learning and Laughter Daycare, an Illinois limited liability company ("LLLD")has been a State of Illinois Licensed childcare provider since January 24,2019 ; and, WHEREAS,the City desires to assist LLLD in providing childcare services by providing a building for such childcare; and, WHEREAS,the City desires to transfer the Property to LLLD and LLLD desires to accept the transfer of the Property under the terms and conditions as set forth in an Agreement. NOW THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF DECATUR,ILLINOIS: Section 1. That the Agreement attached hereto and marked Exhibit 1 between the City of Decatur, Illinois and LLLD, Inc, shall be executed and approved.
