RESOLUTION NO. R2026-48 <br /> RESOLUTION ADOPTING THE ECONOMIC & COMMUNITY DEVELOPMENT <br /> 2026-2029 REVITALIZATION PLAN <br /> WHEREAS, the City of Decatur seeks to strengthen its economy, stabilize <br /> neighborhoods, modernize service delivery, and guide long-term growth; and <br /> WHEREAS, the Economic & Community Development Department has prepared the <br /> Economic & Community Development 2026-2029 Revitalization Plan("Plan")to establish <br /> priorities, strategies, and measurable outcomes for a three-year period; and, <br /> WHEREAS, the Plan aligns public investments, grant funding, neighborhood initiatives, <br /> infrastructure projects, and long-range planning efforts; and, <br /> WHEREAS, adoption of the Plan provides strategic guidance for future policy decisions, <br /> budget development, and project implementation. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> DECATUR, ILLINOIS: <br /> Section 1. That the Plan is hereby adopted. <br /> Section 2. That the Plan shall serve as a guiding framework for departmental work <br /> programs, budget preparation, grant applications, and future Council actions. <br /> Section 3. That adoption of the Plan does not obligate the City to specific expenditures <br /> beyond those separately approved by City Council. <br /> Section 4.
