RESOLUTION NO. R2026- I <br /> 47 <br /> RESOLUTION REGARDING HALLOWEEN <br /> TRICK OR TREAT HOURS <br /> WHEREAS,the Council recognizes that the Halloween activity commonly known as trick <br /> or treat is one of long-standing traditions in the community; and, <br /> WHEREAS, the Council also recognizes that past experience has shown that there can be <br /> risks attendant thereon particularly to children; and, <br /> WHEREAS, the Council is reluctant to address such risks by totally prohibiting trick or <br /> treat, believing instead that if proper care, caution and supervision are exercised said risks can be <br /> greatly reduced and curtailed. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> DECATUR,ILLINOIS: <br /> Section 1. That the Council does hereby urge those children and those responsible for them <br /> and their safety who choose to engage in the trick or treat activity that said activity be confined to <br /> the evening of Saturday, October 31'between the hours of 5:00 p.m. and 8:00 p.m., and that such <br /> be done so as to accord with the suggestions and practices set out on the list thereof attached hereto. <br /> PRESENTED AND ADOPTED this 5th day of October 2026. <br /> Jule Moore Wolfe, Mayo <br /> ATT : <br /> 6y Clerk <br />
