R2005-138
RESOLUTION REGARDING HALLOWEEN
WHEREAS, the Council recognizes that the Halloween activity commonly known as trick
or treat is one of long standing tradition in the community; and,
WHEREAS, the Council also recognizes that past experience has shown that there can be
risks attendant thereon particularly to children; and,
WHEREAS, the Council has been made aware of many organized activities and events
being made available in the community as substitutes to be engaged in on Halloween in lieu of
trick or treat; and,
WHEREAS, the Council is reluctant to address such risks by totally prohibiting trick or
treat, believing instead that if proper care, caution and supervision is exercised said risks can be
greatly reduced and curtailed.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
DECATUR, ILLINOIS:
Section 1. That the Council does hereby urge that children and those responsible for them
and their safety refrain from engaging in trick or treat and in lieu thereof attend the activities and
functions being made available on Halloween.
Section 2.
