R � ` �� ' RESOLUTION AUTHORIZING PUBLIC NOTICE OF A REDEVELOPMENT PLAN AND PROJECT UNDER THE TAX INCREMENT ALLOCATION REDEVELOPMENT ACT WHEREAS, the City of Decatur (the "City") has determined that it is in the public interest to formulate a tax increment redevelopment plan and undertake a redevelopment project, pursuant to the Tax Increment Allocation Redevelopment Act, Chapter 24 , Section 11-74 . 4-2 et se . , as amended (the "Act") , for the proposed redevelopment project area located in the City within an area bounded generally by Westlawn and Taylor Avenues, the southern and eastern property lines of the Macon County Fairgrounds and the northern property line of the "Trammell-Crow/Bachrach" property, as shown on the boundary map attached hereto as Exhibit "A" , which is hereby made a part hereof; and, WHEREAS, the purpose of the redevelopment project will be to commence remedying those conditions that cause the area to be qualified as an industrial park conservation area, and create a redevelopment project area that can be developed as an industrial park; and, WHEREAS, it is in the public interest to undertake the procedures required by the Act to permit adoption of a redevelopment plan and project for the redevelopment project area, and, in accordance therewith, set a public hearing for the purpose of reviewing the redevelopment plan and project, respecting the designation of the redevelopment project area; and, WHEREAS, a copy of the proposed redevelopment plan and project for said redevelopment project area is attached hereto, marked Exhibit B and hereby made a part hereof; and, WHEREAS, pursuant to the Act, a Joint Review Board is to be established to review the eligibility of the redevelopment project area prior to the hearing. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DECATUR, ILLINOIS: Section 1 . That the proposed redevelopment plan and project for said redevelopment project area, attached hereto as Exhibit B, be, and the same is hereby, received and placed on file with the City Clerk and the same is hereby made available for public inspection.
