` ' ORDINANCE NO.���� <br /> ORDINANCE ESTABLISHING MERIT BASED PAY PLAN <br /> FOR CERTAIN OFFICERS AND EMPLOYEES <br /> WHEREAS, the Council has determined that it is necessary and <br /> desirable to the best interests of the City, and in furtherance <br /> of the improvement of the government and affairs thereof, that a <br /> classification and salary structure reflecting both current needs <br /> and continuing objectives be developed and maintained regarding <br /> City officers and those City employees in positions with <br /> managerial and administrative duties and responsibilities; and, <br /> W:iEREAS, The Council did retain the services of <br /> Mercer/Slavin, Management Consultants, to study, analyze and <br /> report its recommendations with regard to said subject; and, <br /> WHEREAS, The work of said consultant in cooperation with <br /> members of staff has been completed and such program is ready to <br /> be implemented. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br /> DECATUR, ILLINOIS: <br /> Section 1. That Ordinance Establishing Merit Based Pay Plan <br /> for Certain Officers and Employees, No 77-156 , and Ordinance <br /> Regarding Pay - Management Services, No. 88-28 , are hereby <br /> repea�Ad. <br /> Section 2 . That it be, and it is hereby, det�rmined and <br /> declared to be the basic philosophy and policy of the City of <br /> Decatur, Illinois, as follows: <br /> (a) To be able to attract, develop, motivate and retain <br /> highly qualified staff for administrative positions <br /> approved by the Council a comprehensive program is <br /> needed and is hereby estabiished which includes; <br /> 1) A position classification system whi.ch <br /> differentiates the relative importance of said <br /> positions on the basis of complexity of problems <br /> faced; knowledge and skills required; <br /> administrative and supervisory responsibility <br /> invol�ed; ir.ternal and external work�ng <br /> relationships req�aired; physical demands; �egree <br /> of financial responsibility assigned; and, other <br /> related differences in positi�n scope and content. <br />
