ORDINANCE t10. a _ / � � • . � ' ORDINANCE DESIGNATIPZG EPITERPRISE ZOidE r � � AND PROVIDING FOR CERTAIN TAX INCENTIVES � AND REIMBURSEMENTS TH�REIN WHEREAS , the health, safety and welfare of the citizens of the City of Decatur are dependent, in part , upon a healthy private sector of the City' s economy; and, GJHEREAS, the developraent, growth and expansion of the private sector requires a cooperative and continuous partnership between government and the private sector; and, 4JHEREAS, there are certain areas in the City of Decatur � that need the particular attention of government, business and labor to attract private sector investment and directly aid the entire City and the citizens thereof; and, WHEREAS , the State of Illinois has enacted the Illinois Enterprise Zone Act authorizing cities to designate certain areas within such cities as enterprise zones and grant private � sector business and industrial enterprises constructing or expanding facilities �aithin such zones assistance and benefits ' so as to induce such new construction or expansion and thereby ' improve the private sector of the City' s economy; and, WHEREAS, upon due notice, a public hearing was held on the 20th day of December, 1982, as required by the provisions of said � Act . NOW, TH�REFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY ' OF DECATUR, ILLINOIS : ` Section 1 . That the area p=ecisely described in Exhibit A, hereto attached and hereby made a part hereof as if fully set : out herein, be, and the sane is hereby designated an Enterprise Zone pursuant to and in accordance with said Act , subject to approval of the State as in said Act provided. � Section 2 . That the map thereof presented to the Council herewith be, and the same is hereby, received, placed on file and approved. �� Section 3 . That the Council finds that said zone area is � wholly within� the cornorate limits of the City and meets the ' qualifications of Section 4 of said Act . �� Section 4. That the duration or term of said zone shall be twenty years co�encing on the date of certification by the State as in said Act provided.
