ORDINANCE NO.2017-0 8 <br /> ORDINANCE AMENDING CITY CODE <br /> CHAPTER 09—DEPARTMENT OF WATER MANAGEMENT <br /> CHAPTER 16—PUBLIC WORKS DEPARTMENT <br /> CHAPTER 64—WATER SERVICE <br /> CHAPTER 65—WATERMAIN CONNECTION CHARGES <br /> CHAPTER 66—REGULATION OF LAKE DECATUR <br /> CHAPTER 75—WATER SERVICES AND CONNECTIONS <br /> BE IT ORDAINED, BY THE CITY COUNCIL OF THE CITY OF DECATUR, <br /> ILLINOIS: <br /> Section 1. That Chapter 9 of the City Code of the City of Decatur be, and the same is <br /> hereby, repealed in its entirety. <br /> Section 2. That Section 6 of Chapter 16 of the City Code of the City of Decatur be, and <br /> the same is hereby, amended and modified so that said Section 6 of Chapter 16 shall provide as <br /> follows: <br /> 6. WATER FUND. All revenue or other moneys received by the Public Works <br /> Department or any other Department of the City for the furnishing of water, whether from <br /> service fees, connection fees or otherwise, and from any source whatsoever, shall be segregated <br /> into and placed in a separate fund of the City, which fund shall be designated as the Water Fund <br /> and which shall be expended only for purposes directly relating to the water works, and no <br /> portion thereof shall be expended for the purpose of any other department or for any other <br /> purpose of the City, except that those costs which should be reasonably and properly charged to <br /> the water works may be expended from said Fund. <br /> Section 3. That Sections 4, 6, 7, 9, 11, 13, 14, 15, 16, 19, 20 and 23 of Chapter 64 of the <br /> City Code of the City of Decatur be, and the same are hereby, amended and modified so that said <br /> Sections 4, 6, 7, 9, 11, 13, 14, 15, 16, 19, 20 and 23 of Chapter 64 shall provide as follows: <br /> 4. WATER METERS. Water furnished from the water system of the City shall be <br /> measured by meters tested and approved by the Public Works Department and furnished by the <br /> water user, which Department shall repair or replace all meters in services of one inch or smaller. <br /> Meters in services larger than one inch shall be tested, repaired or replaced in accordance with <br /> rules and regulations promulgated by the City Manager. Said rules may provide for the <br /> frequency of testing or inspection and the manner thereof; the cost or expense of or charges for <br /> testing, inspection, repair or replacement and the allocation thereof, the place of such operations <br /> and the responsibility for production of meters thereat, or of testing or repair equipment at meter <br /> sites; the limitation of the makes of meters to specific manufacturers which may be placed in <br /> service; the establishment of reasonable time limits for, and procedures to, carry out the <br /> mechanics of such testing, inspection, repair and replacement and the administration thereof. <br />
