Marley, P.E.,Public Works Director <br /> SUBJECT: Resolution to Approve Professional Services Agreement with ADS <br /> Environmental Services to Perform the Water Distribution Leak Detection <br /> Survey Project, <br /> City Project 2017-39 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor to <br /> sign, and the City Clerk to attest, to a Professional Services Agreement between the City of <br /> Decatur and ADS Environmental Services to provide professional services for the Water <br /> Distribution Leak Detection Survey Project for a total not to exceed fee of$101,872.80. The <br /> project amount includes $14,400 for 9 emergency leak call-outs for ADS staff to travel to Decatur <br /> to find system leaks that are difficult to locate. The agreement is for a period of 3 years beginning <br /> in August 2017 and ending on December 31, 2019, for a total cost not to exceed $101,872.80. <br /> BACKGROUND: <br /> ADS Environmental Services has provided the City with cost effective leak detection services <br /> since 2008 with the last one completed in 2016. The total water distribution system has been <br /> surveyed 3 times over a 9 year period that identified 255 leaks totaling 3,326,000 gallons per day. <br /> Surveys results were: <br /> Cost for Surveys $265,325 <br /> Cost to Repair leaks $228,067 <br /> Annual Water Savings Value $3,339,786 <br /> Return on Investment(ROI) 676% <br /> Annual savings per each $1 spent on surveys and repairs $6.76 <br /> Due to the overwhelming operational and financial success of the previous nine years of surveys, <br /> and the fact that new leaks can develop at any time, City staff recommends that another survey be <br /> undertaken, beginning August 2017,through December 31, 2019. <br /> Request for Proposals (RFP) <br /> The City of Decatur advertised a Request for Proposals on April 21, 2017 to provide professional <br /> services to perform leak detection services on approximately 500 miles of water main that includes <br /> - 1- <br />
