fire hydrants and control valves in the City's water system. On May 12, 2017,the City received <br /> proposals from the following firms: <br /> 1. Ace Pipe Cleaning, Inc., Kansas City, Mo. <br /> 2. ADS Environmental Services, Chicago, IL. <br /> 3. Associated Technical Services LTD, Villa Park, IL. <br /> City staff reviewed the proposals and recommends Council approve a Professional Services <br /> Agreement with ADS Environmental Services as the firm best qualified to perform the work. <br /> Scope of Work <br /> The Water Distribution Leak Detection Survey Project will include the following work items: <br /> 1. Sonic leak detection equipment will be used to listen directly on all hydrants, main line <br /> valves and service valves to determine if leaks are present. <br /> 2. Locations that have been identified as potential leaks will be rechecked the next day. <br /> 3. All identified leaks will be pinpointed with an electronic leak correlator and marked for <br /> repair. <br /> 4. Record all defective distribution system components noted in the course of carrying out <br /> field activities. <br /> 5. Provide City staff with identified leaks immediately so they can be repaired and rechecked <br /> by ADS technicians. <br /> 6. Prepare a final report summarizing the project with results of all tests and investigations. <br /> The report will include a description of area surveyed, comprehensive list of leak types <br /> with estimated quantity of leaks found, map sketches of locations and inventory of <br /> defective system components and map errors. <br /> SCHEDULE: The professional services approved in this agreement will start in August 2017 and <br /> 1/3 d of the water distribution system will be inspected each year for the next 3 years with the <br /> project ending in December 2019. <br /> PRIOR COUNCIL ACTION: <br /> Three leak detection projects have been approved and completed since 2008. <br /> The City's 2017 Capital Improvement Plan has allocated $105,000 for this project over the next 3 <br /> fiscal years. <br /> POTENTIAL OBJECTION: There are no known objections. <br /> INPUT FROM OTHER SOURCES: City Legal Department <br /> LEGAL REVIEW: The Professional Services Agreement was sent to Legal for review and <br /> approved by Corporation Council on July 28, 2017. <br /> BUDGET AND TIME IMPLICATIONS: <br /> Budget Impact: The proposed Professional Services Agreement with ADS Environmental <br /> Services is for$101,872.80.
