Marley, P.E.,Public Works Director
SUBJECT: Resolution to Appropriate Motor Fuel Tax Funds for Purchase of LED Traffic
Signal Modules by Municipality Under the Illinois Highway Code,
City Project 2017-14
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached Resolutions authorizing the Mayor to
sign and the City Clerk to attest:
1. Appropriating $67,108.50 in State Motor Fuel Tax(MFT) funds for the purchase of LED
Traffic Signal Modules, City Project 2017-14.
2. Awarding the contract for the delivery of LED traffic signal modules, City Project 2017-
14, to Traffic Control Corporation, as the lowest, responsible bidder in the amount of
$67,108.50
PRIOR COUNCIL ACTION:
No previous Council actions have been taken on this project.
BACKGROUND:
State Motor Fuel Taxes are levied and collected by the State of Illinois; funds are allocated to local
agencies, and are administered by the Illinois Department of Transportation(IDOT). The City is
required to adopt a resolution specifying the allocation of State MFT funds to their intended
projects.
Project Description
All signalized intersections in the City currently use LED modules. Most of these modules were
installed around the same time and have approached the end of their useful lives. Several modules
have been going out or dimming and it is time to replace them. There are 140 signalized
intersections in the City, some of them are 100% City owned, others are shared by the City and the
State. Signals that are shared with the State must share in the cost to maintain them which means
the State will need to budget money for the replacement of the LED modules before those get
changed out. For this reason, this project will only focus on replacing the LED modules at the
intersections that are 100%owned and maintained by the City. The City intends to change out the
modules at more intersections in 2018 depending on IDOT funding. The City advertised for bids to
— 1 —
