Anderson Plaza
Decatur, IL 62523
Reference: City of Decatur Public Works Department
Decatur CMOM and Consent Order Compliance Program
AECOM Project No.: 60447509
Dear Mr. Caswell:
As we discussed, AECOM has performed a number of out-of-scope items that were required
to respond to the USEPA comments and meetings. As you also may recall from previous
discussions, we have kept our engineering costs in accordance with our original proposal.
However, due to a number of changes that have occurred due to USEPA requirements
(including a 2-year extension of the Administrative Consent Order) and given that we have
approximately $50,000 remaining in our current contract, we are requesting additional
funding in order to meet the upcoming Consent Order work. Note that the $50,000
remaining includes the allowances that were built into the contract (i.e. we have already
spent approximately $10,000 of the $60,000 contract allowances). Please refer to our most
recent invoice, which is attached.
As requested by the City of Decatur, we are hereby presenting an estimate for out-of-scope
work items (both for future work and work already completed) that may be required in order
to complete the subject project. This additional funding should be sufficient to carry the EPA
Administrative Consent Order through to completion (i.e. December 31, 2020).
Table 1 —Completed Out of Scope Work to meet EPA Administrative Consent Order
(Through Jul , 2017
No. Work Description Schedule Estimated
Cost
1.1 Financial Capability Analysis Partial $14,000
Revised approach for 2nd SCSAA Submittal
(November 4, 2016).The resubmittal required
much more work than was originally
anticipated for the following reasons: August to November,
1.2 .
