Public Works Memorandum <br /> NO. 2017-62 <br /> DATE: September 28,2017 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Tim Gleason, City Manager <br /> Rick Marley, Public Works Director <br /> Matt Newell,Interim Public Works Director <br /> SUBJECT: Resolution to Accept Bid and Award a Contract to SAK Construction, LLC <br /> for 2017 Trenchless Long Lining Repairs, <br /> City Project 2017-28 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution approving a contract in <br /> the amount of$688,930.75 for the 2017 Trenchless Long Lining Repairs Project, City Project <br /> 2017-28, with SAK Construction, LLC as the lowest qualified and responsible bidder, and that <br /> the Mayor be authorized to execute the contract and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> The City Council approved the FY 2017 Budget which allocated funds for this project. This is a <br /> yearly major maintenance project for the City. <br /> BACKGROUND: <br /> Sanitary Sewer Priorities <br /> Under the direction of the City Council,the Public Works Department has established four <br /> priorities to improve the City's sanitary sewer collection system as defined in the Sanitary Sewer <br /> Master Plan. <br /> 1. Critical Large Diameter Sewer Rehabilitation. <br /> 2. Sanitary Sewer Overflows Due to Inflow and Infiltration. <br /> 3. System Operation and Maintenance <br /> 4. Small Diameter Sewer Rehabilitation <br /> The 2017 Trenchless Long Lining Repairs project primarily addresses priority number 4 by <br /> repairing deteriorated sanitary sewer pipes. Secondly,the lining work also addresses priorities 2 <br /> and 3 by decreasing the amount of ground water infiltration into the system and reducing the <br /> operation and maintenance costs in the system. <br /> — I — <br />
