2017 Trenchless Long Lining Project <br /> The purpose of this project is to repair structural deficiencies that have been identified within the <br /> sanitary sewer system with a minimum disruption to service and disturbance to the surface. <br /> Structural deficiencies include broken and missing pieces of pipe, offset pipe joints and voids. <br /> The project locations were identified from the annual televised inspections conducted in the <br /> City's sanitary sewer system. <br /> The trenchless long lining process involves the insertion of a resin saturated felt tube from <br /> manhole to manhole that hardens to provide a smooth repair. The felt tube is inflated using <br /> water or air through the sewer. Water or air pressure is increased in the tube which presses it <br /> tightly against the walls of the sewer pipe. The water or air is then heated to activate the resin <br /> system within the tube, causing the pipe lining to cure and harden to form a new structural pipe <br /> within the old damaged sewer pipe. When curing is complete,private lateral lines are re-opened <br /> using a remote-controlled cutting tool. Long lining is the most cost-effective approach to repair <br /> pipes that have many structural deficiencies or significant damage. <br /> The 2017 Trenchless Long Lining Repairs Project will line approximately 21,000 lineal feet of <br /> the City's sanitary and storm sewers ranging from 8-in to 42-in diameter. The work also <br /> includes lateral reinstatement, video inspection, sewer cleaning, liner testing, and traffic control. <br /> Project Bid Review <br /> The project plans and specifications were prepared by Engineering Division staff. The project <br /> was advertised September 6, 2017 and bids were opened on Thursday, September 28, 2017. The <br /> results for the letting are as follows: <br /> Compared to <br /> Bidder Bid Price Engineer's Est. <br /> Over(-Under) <br /> SAK Construction,LLC $688,930.75 (11.43%) <br /> Hoerr Construction,Inc. $722,611.60 (7.10%) <br /> Insituform Technologies,USA,LLC $732,226.05 (5.86%) <br /> Michels Pipe Services:A Division of Michels Corporation $807,122.45 3.77% <br /> Visu-Sewer of Missouri,LLC $989,635.75 27.23% <br /> Engineer's Estimate $777,809.00 -------- <br /> SAK Construction, LLC provided the lowest, qualified bid. SAK is located in the St. Louis area <br /> and has successfully completed sewer lining work for the City in the past. They were a main <br /> contractor involved in the Lake Shore Drive Sewer Rehabilitation project which was completed <br /> in 2014 and are currently working on the 7th Ward Sewer Rehabilitation project. SAK will <br /> adhere to the prevailing wage requirements of the State of Illinois. Staff recommends that the <br /> City Council approve a contract with SAK Construction, LLC to perform the 2017 Trenchless <br /> Long Lining Repairs project. <br /> Contractors for City Projects shall comply with City Code Chapter 28, Article 10, "Minority <br /> Participation Goals for Public Works Contracts." <br /> —2— <br />
