Getz Jr.,Chief of Police <br /> SUBJECT: Authorization of City Manager to enter into an agreement with the Central Illinois Regional Dispatch Center <br /> (CIRDC)regarding records currently maintained by the City of Decatur Emergency Communications Center. <br /> SUMMARY RECOMMENDATION: <br /> It would be the recommendation of staff that the City Manager be authorized to negotiate and enter into an agreement with the <br /> Central Illinois Regional Dispatch Center regarding records of the City of Decatur Emergency Communications Center that exist <br /> as of December 31,2017. <br /> BACKGROUND: <br /> On June 5,2017,under Resolution 2017-76,the Council approved the City of Decatur entering into an Intergovernmental <br /> Agreement with the Central Illinois Regional Dispatch Center(CIRDC). The CIRDC,beginning on January 1,2018,will provide <br /> dispatch services to the City of Decatur,Decatur Police Department,and the Decatur Fire Department.The maintenance and <br /> administration of records and recordings related to the operations of the communications center is an integral part of the overall <br /> responsibilities of the dispatch center.To maintain the most efficient handling of records and processing of records requests,it is in <br /> the interest of all parties that the CIRDC be the holder of the records.The City of Decatur and the CIRDC will work to negotiate <br /> an agreement for the future maintenance,retention,processing and destruction of City of Decatur dispatch records that exist as of <br /> December 31,2017. <br /> PRIOR COUNCIL ACTION: None <br /> POTENTIAL OBJECTIONS: None Anticipated <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: James E.
