Letter of Agreement <br /> By and Between <br /> City of Decatur,Illinois and Central Illinois Regional Dispatch Center <br /> This agreement is made by and between the CITY OF DECATUR, ILLINOIS ("CITY") and the <br /> CENTRAL ILLINOIS REGIONAL DISPATCH CENTER("CIRDC"). <br /> WHEREAS, the City shall relinquish control of the Emergency Communications Center (ECC) <br /> effective January 1, 2018 to the CIRDC; <br /> WHEREAS,beginning January 1, 2018, the CIRDC will be responsible for all further operations <br /> and management of emergency communications in Macon County. <br /> WHEREAS, the maintenance and administration of records and recordings related to the <br /> operations of the communications center is an integral part of the overall responsibilities of the <br /> ECC; <br /> WHEREAS, those records and recordings are required to be maintained for a period of time <br /> specified by the Illinois State Archives; <br /> WHEREAS, the CIRDC is familiar with the Local Records Act and recognizes that the City has <br /> a duty to comply with the Act. <br /> WHEREAS,many of those records and recordings are subject to the Freedom of Information Act; <br /> NOW, THEREFORE,the CITY and the CIRDC hereby agree as follows: <br /> 1. All City of Decatur ECC records and recordings in the possession of the City as of <br /> December 31, 2017, except for employee personnel records, will be transferred to the <br /> possession of the CIRDC for future maintenance,retention and destruction. <br /> 2. Effective January 1,2018,the CIRDC will be the holder of those records so transferred by <br /> the City to the CIRDC. <br /> 3. The City is responsible for records generated prior to January 1, 2018 that were not <br /> provided to the CIRDC. <br /> 4. The CIRDC will comply with the current requirements of the Local Records Act regarding <br /> retention and destruction of records and recordings turned over by the City. <br />
