Pap-ok: 141 : Noe: 107 <br /> Lot Three (3) of Mayflower Addition to the City of Decatur, as per Plat recorded <br /> in Book 536, Page 272 of the Records in the Recorder's Office of Macon County, <br /> Illinois, Except that part deeded to the State of Illinois for highway purposes by <br /> deed recorded in Book 1711, Page 360 of the Records in the Recorder's Office of <br /> Macon County, Illinois. Situated in Macon County, Illinois; <br /> from R-I Single Family Residence District, R-2 Single Family Residence District, R-3 Single <br /> Family Residence District and R-5 Two-Family Residence District to PD Planned Development <br /> District; and, <br /> WHEREAS,the Decatur City Plan Commission did report its findings and did recommend <br /> that said Planned Development District as requested be authorized; and, <br /> WHEREAS, the petitioner submitted a revised site plan and a memorandum on traffic <br /> impact summary subsequent to the Plan Commission meeting on December 7, 2017, with minor <br /> changes to the site layout and addressing concerns on road improvements recommended. <br /> NOW,THEREFORE, BE IT ORDAINED, BY THE CITY COUNCIL OF THE CITY OF <br /> DECATUR, ILLINOIS: <br /> Section 1. That the report and recommendation of the Decatur City Plan Commission be, <br /> and the same is hereby, received and placed on file. <br /> Section 2. That upon compliance with the conditions described herein as recommended by <br /> staff, and in the revised site plan attached hereto and hereby made a part hereof as Exhibit A, said <br /> herein described premises be, and they are hereby, rezoned from R-I Single Family Residence <br /> District, R-2 Single Family Residence District, R-3 Single Family Residence District and R-5 <br /> Two-Family Residence District to PD Planned Development District. <br /> 1. The development will be permitted to have no more than two (2) freestanding <br /> monument style signs along the frontage of North Water Street(US 51)only. Each sign <br /> is not to exceed ten (10) feet in height and 100 square feet in area. Electronic message <br /> unit (EMU) signage, if proposed, shall be permitted on the freestanding monument <br /> style signage proposed to be located near the northeast corner of the development only, <br /> subject to the requirements of the Zoning Ordinance for EMUs. An electronic message <br /> unit shall be permitted on the menu/order board for the drive-through facility. All other <br /> signage within the development will be prohibited from having EMUs. <br /> 2. A public sanitary sewer runs through the property where the buildings are proposed. <br /> The sewer will have to be relocated around the building with a new permanent <br /> easement surrounding the sewer. <br /> 3. Provide parking and internal traffic signage on the site plan as follows: <br /> a. "EMPLOYEE THRU TRAFFIC ONLY" Signage off West Ash Avenue <br /> entrance. <br /> b. Angled parking on south, one-way aisle to be employee parking only. <br />
