Aboona, PE <br /> $ Principal <br /> DATE: December 19,2017 <br /> SUBJECT: Proposed Retail Development <br /> Traffic Impact Summary <br /> Decatur, Illinois <br /> This memorandum is prepared in response to the City of Decatur's request to allocate funds for <br /> potential roadway improvements to accommodate future traffic increases as a result of the <br /> proposed retail development to be located in the southwest quadrant of the intersection of Water <br /> Street with Ash Avenue. Based on the traffic study prepared by KLOA, Inc. dated November 14, <br /> 2017,the concerns that have been raised by the City are not warranted based on the following: <br /> « As can be seen from the results of the capacity analyses, the intersection of Water Street <br /> with Ash Avenue overall and all of the approaches are projected to operate at level of <br /> service (LOS) D or better during the peak hours with increases in delay of less than four <br /> seconds. It should be noted that this projected condition includes, in addition to the traffic <br /> that will be generated by the proposed development, a five percent increase in background <br /> growth which translates to approximately 180 additional trips during the evening peak <br /> hour. <br /> o The proposed development-generated traffic is only projected to increase the <br /> volume of traffic traversing the intersection of Water Street with Ash Avenue by <br /> two percent or less during the peak hours. <br /> • The results of the capacity analyses indicate that the Huston Hills Road and proposed <br /> access drive approaches at Ash Avenue are projected to operate at LOS C or better during <br /> the peak hours. <br /> « In conjunction with the proposed development, the stacking area provided for the <br /> eastbound lanes on the west leg of Ash Avenue at its intersection with Water Street will be <br /> increased from 95 feet to 285 feet.Additionally,a westbound left-turn lane will be provided <br /> on Ash Avenue at the proposed access drive that will provide 125 feet of storage. The <br /> results of the capacity analyses show that the 95th percentile queues for the eastbound <br /> approach will be approximately 200 feet and the 95th percentile queues for the westbound <br /> left-turns will be one to two vehicles (25 to 50 feet)only. <br />
