AZCOM Exhibit A-4
Page 4
City of Decatur,IL
Ellen and Division I&I Reduction Program
3. Individual door hangers will be distributed prior to the smoke testing and local fire and police
departments will be notified daily of the testing. Our previous experience indicates that distributing
door hangers 2 to 4 days prior to conducting smoke testing in an area keeps the work fresher in the
minds of the public. Our door hangers are printed on brightly colored paper making the flyers more
visible to the homeowner and will include contact names and phone numbers should a homeowner
have concerns about the testing or should smoke get into a home. All efforts will be coordinated with
City staff and meet City requirements.
4. Prior to the field crew performing the smoke testing, the following procedures will be implemented:
■ EMS, Fire, and police department daily notification
■ Notification and coordination with City of Decatur Fire Department prior to conducting any smoke
testing
■ Resident notification with a handout
■ Businesses will be contacted directly by an investigation team member and the smoke testing
process discussed to include procedures to implement prior to the testing, such as filling all floor
drains with water. Each business will be given a door hanger and for apartments, the manager
will be contacted and given as many flyers as necessary.
5. Indications of defects or improper connections will be noted as observed by the field crew and a
video taken of observed defects to assist in system rehabilitation. The video will show the defect and
the concentration of the smoke(heavy, moderate, or light), as well as a wider overview of the area.
The overview video shows more precisely the specific location/address of observed smoke. Digital
photographs will be included in the final report.
Deliverables:
• Testing Forms
• Smoke Testing Analysis and Results(see Task 8—Report)
Task 3: CCTV REVIEW
The purpose of this task is for AECOM to review the City's existing closed circuit television (CCTV)
sewer videos and reports. All CCN within the Ellen/Division area will be reviewed by AECOM staff.
The City will make the sewer videos accessible for AECOM to review at our local offices (i.e. in
Chicago or Milwaukee). The results will be logged and documented, and recommended rehabilitation
will be prioritized (immediate, short-term, and long-term) and incorporated into the final report (see
Task 8—Report).
Additional CCTV may be needed due to blocked sewers, missing footage, etc. In this case, it is our
understanding that the City of Decatur will utilize TSI (or other outside Contractor) to perform any
additional CCN that may be required.
Deliverable:
• CCN Review(see Task 8—Report)
Task 4: PRIVATE PROPERTY INSPECTIONS
Private property inspections are conducted to identify and document discharge points for sump
pumps, floor drains, and downspouts connections. The inspection will be used to identify potential
inflow sources to the sanitary sewer. Inspectors will complete a curbside discharge investigation of
each house in the study area, as well as a complete inside and outside inspection of each building
