A=—CM Exhibit A-5 Page 5
City of Decatur,IL
Ellen and Division Al Reduction Program
that has no observable curbside discharge.
Based on our measurements of existing City GIS data, the Ellen/Division project area is comprised
of approximately 600 homes. This entire area (up to a maximum of 600 homes)will be inspected.
AECOM will provide Pads (or equal), which will be loaded with a City provided GIS collector app.
Inspection data will be collected electronically on the Pad for AECOM's use and for importing into
the City's GIS system.
The building inspections include an inside and an outside inspection. The inside inspection will
identify the existence of a sump pump, as well as the location of the sump pump discharge. If a
sump pump does not exist, floor drains are investigated to determine if foundation drains run to the
floor drain. While completing the inside inspection, piping is traced throughout the basement to
determine if any illicit connections exist.
The outside inspection is completed to document drainage around a house, determine downspouts
and sump pump discharge locations and identify any items that may contribute flow to the sanitary
sewer, such as window wells or area drains that could run to a foundation drain or directly to the
sanitary sewer.
Inside Inspection
The procedures for each inside inspection will include the following:
• One (1) letter will be sent out by AECOM and approved by the City to coordinate and
schedule the inspections.
• 2 person crew, consisting of one female and one male inspector, will have all the necessary
inspection equipment.
• Crew members will dress neatly and cleanly, and prominently display identification badges.
• Both crew members will be present when ringing doorbell and entering building. Crew
members will always stay together.
• The crew will document the number and location of sump pumps and floor drains for each
building entered. If possible, the discharge points for each sump pump or floor drain will also
be recorded.
• The crew will measure the height of the basement(i.e. from the basement floor to the
basement ceiling)
• If there is no answer, the crew will complete the section on the form for first attempts and will
document the crew's initials, date, and time, then move on to the next building.
• A total of three (3) attempts to inspect each house will be completed, including at least one
Saturday or evening attempt. After the third attempt, no additional attempts will be made.
Outside Inspection
Each external building inspection will include a walk around the building with the following
observations documented:
• The total number of downspouts and the number that discharge underground
• The location of all roof downspouts discharge points
• For downspouts that discharge to the surface, the distance from the building wall to the
discharge point will be documented
• Drainage around each building
