A separate professional service agreement will come before Council for consideration <br /> once the City receives US EPA approval. <br /> Professional Services Agreement: Ellen and Division Inflow and Infiltration Reduction <br /> Project <br /> City Staff proposes that AECOM be retained to complete the preliminary inflow/infiltration <br /> study for the Ellen/Division drainage area. AECOM was initially retained by the City in 2015 to <br /> assist the City in its negotiations and response to the US EPA following a competitive proposal <br /> process. Throughout this process,AECOM has completed preliminary reviews of the subject <br /> drainage basin and is best positioned to provide a review of the area in keeping with the <br /> requirements of the US EPA consent order. <br /> The Ellen and Division Basin is required to be added to the ACO due to recent sanitary sewer <br /> overflows during wet weather that cannot be fixed by operation and maintenance. The limits of <br /> the basin are as shown in Exhibit C,the basin includes approximately 22,700 feet of sewer and <br /> 67 manholes serving 500 parcels. <br /> The professional services provided by AECOM will develop and evaluate the alternatives to <br /> eliminate excessive inflow and infiltration in the basin causing wet weather overflows and <br /> property backups. The project will address where the excess water is coming from,how much is <br /> coming in, and estimate costs to remove or store. The inflow/infiltration to be completed by <br /> AECOM will follow the following basic parameters: <br /> 1. System Review—Consultant will review existing system. <br /> 2. Public Meeting—Consultant will provide public meetings to engage the public to assist <br /> the City in identifying local problems and to provide input on proposed solutions. <br />
