3. Closed Circuit Television(CCTV)Review—Review CCTV for defects and I&I <br /> 4. Manhole (MH) Inspection and Review—Provide MH inspections for defects and I&I. <br /> 5. Flow Monitoring—Flow monitor sewers to quantify system flow. <br /> 6. System Modeling—Build, calibrate and verify a computer sewer model. <br /> 7. Smoke Testing—Provide smoke testing to find sewer defects in need of repair. <br /> 8. Dye Flooding—Provide dye flooding to find cross connections and I&I. Dye flooding <br /> consists of surcharging storm sewer/ditches with dye colored water and investigating the <br /> sewer for dye infiltration points. <br /> 9. Private Property Inspection—Inspect private properties for drain, gutter, foundation <br /> drain, or sump pumps connected to the sanitary sewer. Inspection will require <br /> authorization from the homeowner to enter property. If authorization is not granted by <br /> the property owner the City will not be able to complete the inspection and an alternate <br /> approach will be needed. <br /> The project's report will be sent to the US EPA for approval and will be the basis for a final <br /> design. The cost for the Ellen and Division Basin Inflow and Infiltration Project is not to exceed <br /> $356,767. <br /> After completion of the report and approval by US EPA, a separate professional service <br /> agreement for final design will be brought to the City Council for approval. <br /> Change Order No. 1: 2017 Target Area Flow Monitoring <br /> The City entered into an Agreement for$462,944.28 with ADS Environmental Services in <br /> February of 2017 for flow monitoring of 8 areas within the sanitary sewer collection system. <br /> The flow monitoring is crucial in identifying areas of high rain induced flow within the sewers. <br /> It is also used to calibrate and verify computer models of the system. <br /> Change Order No. 1 to the Agreement with ADS is for additional $88,674 to address the <br /> additional flow monitoring required by the US EPA in the Ellen/Division Area and the additional <br /> flow monitoring required in Basin 5/6 (Grand/Rt.48). A change order is the best option to enable <br /> flow meters to be installed by March in order to catch the spring rains. <br /> Upon approval by the Council,the flow meters are scheduled to be installed in March and be <br /> completed in August if favorable rainfall is received. <br /> SCHEDULE: The City has currently negotiated with the US EPA to complete all of the <br /> engineering and construction required by the Administrative Consent Order by December 31, <br /> 2020. <br /> POTENTIAL OBJECTION: None <br /> INPUT FROM OTHER SOURCES: United States Environmental Protection Agency, <br /> AECOM, ADS Environmental Services and the Legal Department. <br /> STAFF REFERENCE: Matt Newell, Interim Public Works Director; Matt Newell will be in <br /> attendance at the City Council meeting to answer any questions of the Council on this item. <br /> LEGAL REVIEW: The proposed Agreement and Change Order was approved by the Legal <br /> Department on Monday, January 29, 2018. <br />
