Excerpts from Plan Commission Meeting of March 1, 2018: <br /> Case No. 18-05 Petition of AIRPORT PLAZA JOINT VENTURE, LLC, to amend the <br /> Preliminary Plat of a major subdivision (6 or more lots) located in the <br /> 5100-5200 BLOCKS OF EAST FITZGERALD ROAD. <br /> It was moved and seconded(Myatt/Peck) to forward Case No. 18-05 to the City Council with a <br /> recommendation for approval as set forth in the staff recommendation. <br /> Mrs. Joselyn Stewart was sworn in by Mrs. Janet Poland. <br /> Mrs. Stewart discussed and presented the recommendation of staff: <br /> The subject site is approximately 16.55 acres. <br /> A 31-lot Preliminary Plat came before you on September 7,2017 and was recommended for approval. <br /> It was approved by City Council on October 16, 2017. <br /> Since the approval by Council a few changes have been proposed to the Preliminary Plat and that is <br /> why it is being amended today. <br /> 1. One of the changes was that the number of lots was reduced from 31 to 30. <br /> 2. The two separate detention basins shown on the previously approved plat have also been <br /> consolidated to become a larger detention basin for the subdivision, occupying a large portion <br /> of the proposed Lot Two (2). <br /> 3. Many of the utility easements have been relocated and redesigned. The flood plain area in the <br /> southwestern portion of the site is now proposed to become part of residential Lots 14 and 15. <br /> The street pattern remains the same. <br /> Staff recommended approval of the Amended Preliminary Plat with the following conditions: <br /> a. Provide as-builts of all public improvements. <br /> b. The sanitary pump station on Fitzgerald Road must be brought into working condition <br /> with a successful start-up with manufacturer representative, City, and Sanitary District <br /> of Decatur present for the start-up. Prior to startup submersible pumps must be removed, <br /> tested within a controlled environment by manufacture representative. Pumps shall be <br /> repaired as per manufacturer recommendations. The wet well hatch and control panel <br /> door shall be repaired as necessary to allow for proper closure. <br /> c. Provide a bond or agreement with the owners of Southeast Place, Southeast Plaza 4th <br /> Addition, the City of Decatur and IDOT that traffic signals must be installed at the <br /> intersection of Mt. Zion Road and Fitzgerald Road when signal warrants are met and <br /> when the City and IDOT permit their installation. <br /> d. The infrastructure as approved on the amended Preliminary Plat must be installed and <br /> approved by the Public Works Department. <br /> Staff presented slides of the site and surrounding properties (available for viewing upon request). <br /> Mrs. Mary Cave, representative of the petitioner, was sworn in by Mrs. Poland. <br /> Mrs. Cave stated Lot 31 was removed and consumed by Lot 14 and Lot 15. The detention pond was <br /> moved so more trees will be retained on the western side of the property. Utility easements were <br /> also moved to accommodate the drainage. <br /> There were no questions and no objectors present. <br /> Upon call of the roll, Commission members Bill Clevenger, Bruce Frantz,Jack Myatt, Kent Newton, <br /> Susie Peck, Terry Smith and Chairman Glenn Livingston voted aye. Chairman Glenn Livingston <br /> declared the motion carried. <br />
