Provide as-builts of all public improvements. <br /> 2. The sanitary pump station on Fitzgerald Road must be brought into working condition with a successful start-up with <br /> manufacturer representative, City, and Sanitary District of Decatur present for the start-up. Prior to startup submersible <br /> pumps must be removed,tested within a controlled environment by manufacture representative. Pumps shall be repaired as <br /> per manufacturer recommendations. The wet well hatch and control panel door shall be repaired as necessary to allow for <br /> proper closure. <br /> 3. Provide a bond or agreement with the owners of Southeast Place,Southeast Plaza 4a'Addition,the City of Decatur and IDOT <br /> that traffic signals must be installed at the intersection of Mt.Zion Road and Fitzgerald Road when signal warrants are met <br /> and when the City and IDOT permit their installation. <br /> 4. The infrastructure as approved on the Amended Preliminary Plat must be installed and approved by the Public Works <br /> Department. <br /> The City Plan Commission voted 8-0 to recommend approval of the plat at the March 1,2018 meeting;the minutes of the <br /> meeting are attached. <br /> BACKGROUND: <br /> The subject site is approximately 16.55 acres and is currently undeveloped. It is zoned R-6 Multiple Dwelling District.On <br /> September 7,2017 the Plan Commission voted 8-0 to recommend approval of a 31-lot subdivision Preliminary Plat. It was <br /> approved by City Council on October 16,2017 with a vote of 7-0. Installation of the required utilities have since been ongoing <br /> and not fully completed yet. <br /> Recently,some substantial changes have been proposed by the developer to the Preliminary Plat approved in October,2017. Thus, <br /> the previously approved Preliminary Plat must be amended to accommodate these changes. Specifically,the total number of lots <br /> has been reduced from 31 to 30. The two separate detention basins shown on the previously approved plat have also been <br /> consolidated to become a larger detention basin for the subdivision,occupying a large portion of the proposed Lot Two(2). Many <br /> of the utility easements have been relocated and redesigned.
