b. Review the base water age and chlorine scenarios to evaluate the general impact of altering
pump controls at the SWTP, South Booster Pump Zone (SBPZ), and the William Street
Pumping Station; and chlorine concentration at the SWTP on the water age and chlorine
residual of the successive SBPZ. These results will not be evaluated in detail, but will be
used to script improvement scenarios.
7. Perform modeling of chlorine boosting scenarios based on minimum day demands in August 2018.
a. Develop up to four basic configurations to boost chlorine concentrations within the
distribution system based on simple analysis of the calibrated water age and chlorine
residual data. The configurations may include a combination of system flushing, booster
chlorination at reservoirs and tanks, increasing chlorine concentration at the SWTP,
modification to existing water mains and looping within the distribution system, and
modification of pump operations within the distribution system. These configurations will
anticipate that chlorine boosting will occur at the entry point to a particular zone or storage
facility.
b. Identify advantages and disadvantages to each paper level configuration and discuss
configuration options with City through videoconference.
C. Model the four basic configurations. Discuss the preliminary model results with City and
assist City with selecting up to two preferred options for development from a probable cost
perspective.
d. Model the selected City-preferred configurations with up to three SWTP chlorine feed
concentrations. Evaluate the potential to reduce the feed concentration at the SWTP by
boosting chlorine in the distribution system and report the analysis to City to review options
to be included with the opinion of probable cost development.
8. Perform modeling of water age improvements based on minimum day demands in August 2018.
a. Develop up to four basic configurations of improvements that may include modification to
pump controls, pump sizes, flushing, water main looping, or water main size reduction
based on simple analysis of the calibrated water age base scenario.
b. Identify advantages and disadvantages to each paper level configuration and discuss
configuration options with City.
C. Model the four basic configurations. Discuss the preliminary model results with City and
assist City with selecting up to two preferred options for development from an opinion of
probable cost perspective.
d. Model the selected City-preferred configurations to be included with the opinion of
probable cost development. Demonstrate the modeling results through figures to be
included in a report.
9. Meet with City to review chlorine boosting and water age reduction scenario results via video
conference to begin developing potential recommendations for the draft report.
10. Develop two additional scenarios of combined water age reduction recommendations and chlorine
boosting recommendations based on the August EPS calibration and comments received from the
City on initial water age and chlorine residual model results. These scenarios will consider the
potential to maintain and minimize the increase in the chlorine feed concentration at the SWTP by
modeling a total of three SWTP chlorine feed concentrations. Demonstrate the modeling results
through figures to be included in a report.Assist CITY in selecting one recommended scenario for
which an opinion of probable construction cost will be developed.
A-2
