Newell,P.E.,Public Works Director <br /> SUBJECT: Resolution to Approve an Intergovernmental Agreement with the Sanitary <br /> District of Decatur for the Wildwood Sanitary Sewer Repairs, <br /> City Project 2018-06 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor to <br /> sign and the City Clerk to attest the Intergovernmental Agreement between the City of Decatur and <br /> the Sanitary District of Decatur for the Wildwood Sanitary Sewer Repairs, City Project 2018-06 for a <br /> total estimated cost of$75,000. <br /> PRIOR COUNCIL ACTION: <br /> No prior Council Actions <br /> BACKGROUND: <br /> The Sanitary District of Decatur owns and operates the Wildwood Interceptor Sewer paralleling the <br /> Ward Branch Creek located on the south side of South Side Drive, see attached location map. Stream <br /> erosion has exposed portions of the interceptor sewer behind the new police station. The District <br /> entered into an agreement with the Farnsworth Group to provide plans and specification to modify <br /> the stream channel and protect the Wildwood Interceptor Sewer. <br /> The City of Decatur owns and operates a tributary sewer to the Wildwood Interceptor Sewer that has <br /> also been exposed due to the stream erosion, see attached photos. The City's sewer crosses the <br /> stream to connect into the District's Wildwood sewer. The erosion has exposed the City's sewer and <br /> has allowed logs and debris to collect against the pipe. The replacement design will provide a steel <br /> superstructure around the pipe with end supports to project the pipe from being dislodged or broken <br /> when hit by debris. The project will also reconstruct the channel to be uniform which will allow for <br /> debris to pass under or over the pipe during high flow. The joint project between the City and <br /> District provides for the most cost-effect solution due to construction staging and site access. <br /> The Intergovernmental Agreement allows the Sanitary District of Decatur to manage the project and <br /> the City will reimburse the District for the City's portion of the work.
