Item Coversheet Page 1 of 2 <br /> Tn <br /> Public Works <br /> DATE: 5/23/2018 <br /> MEMO: 2015-26 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Tim Gleason,City Manager <br /> Gregg D.Zientara,City Treasurer&Director of Finance <br /> Matthew C.Newell,P.E.,Public Works Director <br /> SUBJECT: <br /> Resolution Authorizing a Project Development Agreement with Johnson Controls to Develop Energy Improvement Measures for <br /> the City, <br /> City Project 2018-07 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor to sign and the City Clerk to attest <br /> to a Project Development Agreement between the City of Decatur and Johnson Controls,Inc.,to develop energy improvement <br /> measures for the City for a fee of$68,208. <br /> BACKGROUND: <br /> Preliminary estimates indicate that potential yearly electricity savings could range between$140,000-$190,000 if LED lights were <br /> installed in City owned street lights. In addition,Ameren rebates could range between$230,000-$280,000. Retrofit project costs <br /> could range between$242.5 million. An in-depth review of City street lighting as part of a facility improvement plan will help <br /> determine if it will be productive for the City to pursue the installation of energy efficient fixtures in its street lighting system. <br /> In an effort to reduce energy costs and increase the efficiency of the City's infrastructure,City staff approached Johnson Controls <br /> to assist in developing energy cost reduction and facility improvement measures aimed at reducing the electricity costs incurred by <br /> the City. Ameren Illinois is currently providing significant rebates for the installation of more energy efficient systems such as <br /> street lighting. <br /> The City owns over 1,100 street lights at various locations in the City. These include the lights at the following locations: <br /> 1. West Main from downtown to Millikin <br /> 2. Downtown <br /> 3. Eldorado through the downtown <br /> 4. Wabash Crossing <br /> 5. Downtown parking lots,including the library,the Civic Center,and parking garages <br /> 6. Various bridges such as Franklin Street Overpass,Garfield/CNIC RR,Sands Overpass,etc. <br /> Project Development Agreement <br /> The project development agreement will look at the following facility improvement measures: <br /> 1. Identify and evaluate potential street lighting upgrades to use LED technology. <br /> 1. Review possible HVAC improvement opportunities to save energy at the Library and Civic Center. <br /> 1. Review opportunities for building automation system improvements in the Library and Civic Center. <br /> 1. Identify possible interior and exterior lighting improvements other than street lighting. <br /> 1.
