Public Works Memorandum <br /> NO. 2018-33 <br /> DATE: June 20,2018 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Tim Gleason, City Manager <br /> Matthew C.Newell,P.E.,Public Works Director <br /> SUBJECT: Resolution Accepting the Bid and Authorizing the Execution of a Contract with <br /> Insituform Technologies USA, LLC for 2018 Trenchless Long Lining Repairs <br /> Project, <br /> City Project 2018-28 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution approving a contract in the <br /> amount of$754,877.50 for the 2018 Trenchless Long Lining Repairs Project, City Project 2018-28, <br /> with Insituform Technologies USA, LLC as the lowest qualified and responsible bidder, and that the <br /> Mayor be authorized to execute the contract and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> The City Council approved the FY 2018 Budget which allocated funds for this project. This is a <br /> yearly major maintenance project for the City. <br /> BACKGROUND: <br /> Sanitary Sewer Priorities <br /> Under the direction of the City Council, the Public Works Department has established four priorities <br /> to improve the City's sanitary sewer collection system as defined in the Sanitary Sewer Master Plan. <br /> 1. Critical Large Diameter Sewer Rehabilitation. <br /> 2. Sanitary Sewer Overflows Due to Inflow and Infiltration. <br /> 3. System Operation and Maintenance <br /> 4. Small Diameter Sewer Rehabilitation <br /> The 2018 Trenchless Long Lining Repairs project primarily addresses priority number 4 by repairing <br /> deteriorated sanitary sewer pipes. Secondly, the lining work also addresses priorities 2 and 3 by <br /> decreasing the amount of ground water infiltration into the system and reducing the operation and <br /> maintenance costs in the system. <br /> 2018 Trenchless Long Lining Project <br /> The purpose of this project is to repair structural deficiencies that have been identified within the <br /> sanitary sewer system with a minimum disruption to service and disturbance to the surface.
