locations were identified from the annual televised inspections conducted in the City's sanitary sewer <br /> system. <br /> The trenchless long lining process involves the insertion of a resin saturated felt tube from manhole <br /> to manhole that hardens to provide a smooth repair. The felt tube is inflated using water or air <br /> through the sewer. Water or air pressure is increased in the tube which presses it tightly against the <br /> walls of the sewer pipe. The water or air is then heated to activate the resin system within the tube, <br /> causing the pipe lining to cure and harden to form a new structural pipe within the old damaged <br /> sewer pipe. When curing is complete, private lateral lines are re-opened using a remote-controlled <br /> cutting tool. Long lining is the most cost-effective approach to repair pipes that have many structural <br /> deficiencies or significant damage. <br /> The 2018 Trenchless Long Lining Repairs Project will line approximately 13,726 lineal feet of the <br /> sanitary sewer ranging from 8-in to 33-in and 480 lineal feet storm sewers ranging from 12-in to 30- <br /> in diameter. The work also includes lateral reinstatement, video inspection, sewer cleaning, liner <br /> testing, and traffic control. <br /> Project Bid Review <br /> The project plans and specifications were prepared by Engineering Division staff. The project was <br /> advertised May 30, 2018 and bids were opened on Wednesday, June 20, 2018. The prices came in slightly higher than expected due to the larger diameter pipe and <br /> shorter pipe sections. The majority of cost is in setup, inverting, curing, cooling and teardown which <br /> is the same for a short or long run. The added material cost is minimal. The prices are reasonable for <br /> project scope. <br /> Insituform is located in the St. Louis area and has successfully completed sewer lining work for the <br /> City in the past. They have completed many annual trenchless long lining projects and were the <br /> general contractor for the Lake Shore Drive Sewer Critical Sewer Rehabilitation Division B and C <br /> and Union Street Sewer Critical Sewer Rehabilitation Project. Insituform will adhere to the prevailing <br /> wage requirements of the State of Illinois. Staff recommends that the City Council approve a <br /> contract with Insituform Technologies USA, LLC to perform the 2018 Trenchless Long Lining <br /> Repairs project. <br /> —2— <br />
