Newell,P.E.,Public Works Director <br /> SUBJECT: Resolution Accepting the Bid and Authorizing the Execution of a Contract with <br /> Dunn Company,A Division of Tyrolt, Inc. for Annual Street Restoration, <br /> Airport Road, City Project 2018-08 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the resolution awarding the contract for the Annual <br /> Street Restoration(Mill and Overlay) Project, City Project 2018-08, to Dunn Company, A Division <br /> of Tyrolt, Inc. as the lowest, responsible bidder in the amount of$1,600,000 and that the Mayor be <br /> authorized to execute the contract and the City Clerk to attest. The resolution represents an <br /> expenditure of$1,508,735.65 as the low bid plus $91,264.35 for project contingencies. <br /> PRIOR COUNCIL ACTION: <br /> May 21,2018—Council approved Resolution 82018-50 appropriating $1,600,000 of Motor Fuel Tax <br /> funds for the purpose of resurfacing streets and highways under the applicable provisions of the <br /> Illinois Highway Code. <br /> June 18,2018—Council approved Resolution R2018-79 rejecting all bids for the Street Restoration <br /> project. The project was re-advertised on June 27, 2018. <br /> BACKGROUND: <br /> Streets Inspected Annually <br /> The Engineering Division inspects and rates approximately 1/2 of the City's streets on a yearly basis. <br /> The results of these inspections are input into a computer database which is used to project the future <br /> condition of the streets based on their current and historical condition, and surface type (i.e. brick, <br /> concrete, asphalt, etc.). This data is then paired with available funding and is used as a basis to aid <br /> City Engineering in the preparation of the City's yearly street improvement program. Staff then <br /> determines what type of improvement would be appropriate for each street. <br /> Project Description <br /> The 2018 project will perform mill and overlay work along Airport Road between U.S. 36 and <br /> Country Club Road. The edges of the road will be strengthened after some exploratory coring found <br /> less thickness along the edges of the road, which is likely contributing to the severe rutting seen along <br /> the road currently. In total, 2.70 lane miles of the City's 825 total lane miles will be rehabilitated as <br /> part of this project. <br /> � 1 � <br />
