Anderson Plaza <br /> Decatur, Illinois 62523-1196 <br /> Re: IEPA Site Remediation Program <br /> Former Filling Station <br /> 735 Martin Luther King Drive <br /> Decatur, IL 62526 <br /> Dear Mr. Dudley: <br /> Fehr Graham is pleased to provide this proposal that outlines the steps needed to work <br /> with the Illinois Environmental Protection Agency (IEPA) Voluntary Site Remediation <br /> Program and ultimately receiving a Focused No Further Remediation (FNFR) letter for the <br /> site referenced above. The work outlined below will build on the historical work by <br /> others. Through our relationship with the Illinois Environmental Protection Agency (IEPA) <br /> Office of Site Evaluation (OSE), the City has requested Brownfields investigation <br /> assistance that will have OSE provide the drilling and laboratory services directly to the <br /> City at no cost. The following scope of work is proposed: <br /> Prepare a Work Plan - The soil and groundwater sample data are dated. In our <br /> experience, IEPA will want new soil and groundwater data. Further, we now have the <br /> indoor inhalation exposure, so soil gas sampling will likely be needed as well. The older <br /> data still has benefit in that it can narrow down the areas we need to focus on. We will be <br /> working with OSE on the field work and they will also need to use this plan for preparing <br /> to assist the City with the field investigative activities. We will have a conversation with <br /> the IEPA Project Manager to see how the work should be presented and if we can prepare <br /> something less than the typical process. Preparation of a Work Plan will take up to 30 <br /> days. <br /> Investigative Activities - IEPA OSE will provide the drilling and sampling services as well <br /> and the analytical services. Fehr Graham will provide a field professional for up to two <br /> days to log the site soils and document field activities, conduct slug tests needed to <br /> determine hydraulic conductivity, and current water level elevations in the existing <br /> groundwater monitoring wells. Completion of this work is based on when OSE can conduct <br /> the field services. <br /> Prepare Site Investigation Report/Remedial Objectives Report/Remedial Action Plan - <br /> Fehr Graham would receive the analytical data from the IEPA and then tabulate the data <br /> into the required tables for inclusion in the reports. It can take up to 60 days to get the <br /> laboratory results from OSE. Additionally, the other required figures, tables, and <br /> appendices will be compiled to prepare a combined report. Typically, we need 30 to 45 <br /> days to complete at SIR/ROR/RAP for submittal to IEPA. IEPA then has up to 90 days to <br /> review a combined report. Once IEPA approves the SIR/ROR/RAP then the remedial <br /> action work can be conducted. Based on the prior work this would consist of invoking a <br /> groundwater use ordinance and a Highway Authority Agreement (HAA). It is possible other <br /> work may be needed that we cannot anticipate at this time. <br /> 200 Prairie Street !
