Item Coversheet Page 1 of 1
to
Economic&Community Development
DATE: 8/20/2018
MEMO: No. 18-27
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Billy Tyus,Interim City Manager
Raymond Lai,Director of Economic and Community Development
Tim Dudley,Development and Revitalization Specialist
SUBJECT:
Site Remediation Program Professional Service Agreement with Fehr-Graham Engineering and Environmental
SUMMARY RECOMMENDATION:
Staff recommends the attached Site Remediation Program Professional Service Agreement between the City of Decatur and Fehr-
Graham be approved for professional services in the amount not to exceed$24,000.
BACKGROUND:
The subject property, 735 N. Martin Luther King Jr. Dr., is the site of a possible former gas station in the past. Over the last
several years the City of Decatur has participated in the Illinois Environmental Protection Agency's Site Remediation Program
which started the process of remediating the site for possible future development. With no real development in the planning
process and tight budget constraints, the work to fully remediate the site had been postponed. Now with a proposed planned
development on the horizon for this area, it is imperative for the City to continue with the Site Remediation Program to receive a
"No Further Remediation" letter from the IEPA. An environmental consultant is warranted to perform professional services in
order to receive this "No Further Remediation" letter. Fehr-Graham has an extensive working history with the IEPA and was
previously retained by the City for Brownfield site assessment projects.
The professional service fee(not to exceed$24,000)would be covered by the Economic Development funds in the approved 2018
annual City budget.
STAFF REFERENCE: Additional questions can be forwarded to Billy Tyus at 217-424-2727(btyus@decaturil.gov)or
Raymond Lai at 217-424-2335(rlai@decaturil.gov)
BUDGET/TIME IMPLICATIONS: None
ATTACHMENTS:
Description Type
Resolution Resolution better
Agreement Backup Material
https:Hdecatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=1653 8/17/2018
