Excerpts from Plan Commission Meeting of August 2, 2018:
Case No. 18-31 Petition of ST. FRANCIS HOSPITAL of the Hospital Sisters of the
Third Order of St. Francis, an Illinois not-for-profit corporation, and
ST. MARY'S HOSPITAL, Decatur, of the Hospital Sisters of the
Third Order of St. Francis, an Illinois not-for-prot corporation, for a
Conditional Use Permit in the B-2 Commercial District to allow for an
ambulance service at 417, 447, 453, and 461 WEST WOOD STREET.
It was moved and seconded (Brinkoetter/Peoples) to forward Case No. 18-31 to the City Council
with a recommendation for approval as set forth in the staff report.
Mrs. Stewart discussed and presented slides of the site and surrounding properties (available for
viewing upon request) along with the recommendation of staff:
On March 6, 2008, the Plan Commission voted to recommend approval of the petition to allow a
Conditional Use Permit (CUP) in the B-2 District for an ambulance service. It was approved by
City Council on March 17th, 2008.
The Conditional Use Permit was granted to Mike Burkham of Professional Management and
Leasing for Decatur Ambulance Service (DAS); however, the permit is not transferable.
The current petitioner has recently acquired the assets of DAS and intends to continue providing
ambulance service to the community using the same personnel, equipment, locations, etc. as was
provided by DAS with the new ownership, a new CUP would be needed.
The subject petition is for a Conditional Use Permit to allow for continued operation of an
ambulance service, but under the new ownership. No changes to the existing building and parking
layout are proposed.
According to Section XXII.A.3. there are three standaxds which must be met in order to grant a
Conditional Use Permit. With no changes to the existing building and parking layout, staff
believes the proposal continues to meet the same standards under which the previous Conditional
Use Permit for the same use was approved in 2008.
Staff recommends approval of the petition as submitted.
1. If approved by City Council, the Ordinance shall not be signed until
a copy of the recorded deed has been given to the City Clerk
showing St. Francis Hospital of the Hospital Sisters of the Third
Order of St. Francis, an Illinois not-for-profit corporation as the
owner of the property.
Mrs. Stewart said she has received the recorded deed showing St. Francis Hospital of the Hospital
Sisters of the Third Order of St. Francis as the owner.
There were no objectors present.
Upon call of the roll, Commission members Bill Clevenger, Bruce Frantz, Jack, Myatt, Mike
Peoples, Tom Brinkoetter and Acting Chairman Susie Peck voted aye. Acting Chairman Peck
declared the motion carried.
