STAFF REPORT <br /> Decatur City Plan Commission <br /> Hearing Date August 2, 2018 <br /> Case No. 18-31 <br /> Property Location 417, 447, 453, and 461 West Wood Street <br /> Request Conditional Use Permit in the B-2 Commercial District to allow for <br /> an ambulance service <br /> Petitioner St. Francis Hospital of the Hospital Sisters of the Third Order of St. <br /> Francis, an Illinois not-for-profit corporation, and St. Mary's <br /> Hospital, Decatur, of the Hospital Sisters of the Third Order of St. <br /> Francis, an Illinois not-for-profit corporation <br /> Representative Shane M. Mendenhall (Bolen Robinson&Ellis, LLP) <br /> BACKGROUND <br /> On March 6, 2008, the Plan Commission voted to recommend approval of the petition (Calendar <br /> No. PC 08-03) to allow a Conditional Use Permit (CUP) in the B-2 District for an ambulance <br /> service. It was approved by City Council on March 17th, 2008. <br /> The Conditional Use Permit was granted to Mike Burkham of Professional Management and <br /> Leasing for Decatur Ambulance Service (DAS); however, the permit is not transferable. <br /> The current petitioner has recently acquired the assets of DAS and intends to continue providing <br /> ambulance service to the community using the same personnel, equipment, locations, etc. as was <br /> provided by DAS with the new ownership, a new CUP would be needed. <br /> Surrounding Land Use and Zoning <br /> Direction Existing Land Use Zoning Comprehensive Plan <br /> Subject Property Ambulance Service B-2 Mixed Use <br /> Commercial/Residential <br /> North Single Family Residence, B-2 Mixed Use <br /> Apartments Commercial/Residential <br /> South Single Family Residence, R-6 Mixed Use <br /> Apartments Commercial/Residential <br /> East Mixed Uses B-2 Mixed Use <br /> Commercial/Residential <br /> West Commercial, Funeral Home B-2 Mixed Use <br /> Commercial/Residential <br /> PROJECT DESCRIPTION <br /> The subject petition is for a Conditional Use Permit to allow for continued operation of an <br /> ambulance service, but under the new ownership. No changes to the existing building and <br /> parking layout are proposed. <br />
