Excerpts from Plan Commission Meeting of August 2, 2018:
Case No. 18-30 Petition of ST. FRANCIS HOSPITAL of the Hospital Sisters of the
Third Order of St. Francis, an Illinois not-for-profit corporation, and
ST. MARY'S HOSPITAL, Decatur, of the Hospital Sisters of the
Third Order of St. Francis, an Illinois not-for-profit corporation, for a
Conditional Use Permit in the B-2 Commercial District to allow for an
ambulance service at 1102 WEST RAVINA PARK ROAD.
It was moved and seconded (Frantz/Clevenger) to forward Case No. 18-30 to the City Council
with a recommendation for approval as set forth in the staff report.
Mrs. Joselyn Stewart was sworn in by Mrs. Kim Althoff.
Mrs. Stewart discussed and presented slides of the site and surrounding properties (available for
viewing upon request) along with the recommendation of staff:
The subject site was rezoned in 2005 to B-2 Commercial District to allow for the construction of
a storage garage and office.
On December 1, 2011,the Plan Commission voted to recommend approval of the petition to allow
a Conditional Use Permit(CUP)on the B-2 zoned property for an ambulance service in the existing
building. It was approved by City Council on January 17, 2012. The Conditional Use Permit was
granted to Mike Burkham of Professional Management and Leasing for Decatur Ambulance
Service (DAS); however, the Permit is not transferable.
The current petitioner has recently acquired the assets of DAS and intends to continue providing
ambulance service to the community using the same personnel, equipment, locations, etc. as was
provided by DAS. With the new ownership, a new CUP would be needed.
The subject petition is for a Conditional Use Permit to allow for continued operation of an
ambulance service, but under the new ownership. No changes to the existing building and parking
layout are proposed.
Adequate landscaping for the parking lot and the front yard have been provided. There is a buffer
yard along the east side of the property which is north of the existing building as well as portions
of the west side of the property. A 23.8 foot buffer yard is shown on an existing plan along both
the east and west sides north of the building. This buffer yard is currently a wooded area.
According to Section XXII.A.3. there are three standards which must be met in order to grant a
Conditional Use Permit. With no changes to the existing building and parking layout, staff
believes the current proposal continues to meet the same three standards under which the previous
Conditional Use Permit for the same use was approved in 2012.
Staff recommends approval of the petition as submitted with the following conditions:
1. Landscaping: All existing trees and vegetation located in the required 23.8 foot buffer yard
shall remain intact.
2. If approved by City Council, the Ordinance shall not be signed until a copy of the recorded
deed has been given to the City Clerk showing St. Francis Hospital of the Hospital Sisters
of the Third Order of St. Francis, an Illinois not-for-profit corporation as the owner of the
property.
