B. BIDDING PHASE. <br /> The Consulting Engineer shall,after written autharization to proceed with the Bidding Phase: <br /> 1. Assist in Biddin�. Assist the City's Representative in obtaining bids for each separate City <br /> cantract far canstraction, materials,equipment and services for the Project. <br /> 2. Advise Regarding Cantractors and Subcantractors. Consult with and advise the City's <br /> Representaiive as to the acceptability of subcantractors and other persons and arganizatians <br /> proposed by the City's Cantractars,{"Contractors"},for those portions of the work as ta which <br /> such acceptabiliiy is required by the bidding documents. <br /> 3. Consult Re arding Substitutes. Consult with and advise the City's Representative as to the <br /> acceptability af substitute materials and equipment praposed by the Contractors when substitutinn <br /> prior to the award of cantracts is allawed by the bidding documents. <br /> 4. Distribute PIans and Cantract Documents to Bidders. Reproduce sufficient copies of the plans <br /> and contract documents and make them available to atl prospective bidders. The Consulting <br /> Engineer shal}create a PIan Halder LisE by recording the business name,contact persan name, <br /> address,telephone nu�nber,fax number and email address of each of the bidders taking a set af <br /> plans and contract documents. The Consulting Engineer shall collect from each af the bidders a <br /> payment for the plans equal to the amount of the cost af duplication. The payment from the <br /> bidder shall be made to the Cansulting Engineer, which shall offset the cost of duplication; said <br /> amounts shall not be billed to the City.Alternately,the Const�iting Engineer may arrange to have <br /> plans and speci�cations made available to prospective bidders thraugh the services of a plan and <br /> specification duplication firm that offers plan distribution services provided that the�rm abtains <br /> the same bidder informatian as required of the Consalting Engineer and that no cost for this <br /> service be biIled to the City. <br /> 5. Res,pond ta Qaestians fram Bidders. R+eceive and respond to questians from prospective bidders <br /> during the bidding period. All responses shall be written and shall be provided ta ali pian holders <br /> as listed on the Plan Halder List. Questions received five(5}business days before the bid <br /> ogening shall be answered. Questions rece'rved between fo€�r{4)and two{2}business days before <br /> the bid ogening may be answered provided that a means exists to comnnunicate the answer in <br /> writing to all the bidders. Questions received one(1)business day before or on Ehe day of ihe bid <br /> opening shall not be answered.Answers to questions should be diskributed to bidders by email, <br /> however if a bidder does not have ennail service the documents rnay be transmitted by fa�c. <br /> b. Tabulate and Evaluate 8ids Recammend Award. Prepare and provide to the City°s <br /> Representative a bid tabuiation which shall cansist af a iisting of aIl pay items in the contract <br /> documents, a listing af the Coa�sulting Engineer's Opinion of Probable Casts,and a listing of the <br /> bids far each of che pay items suhmitted by each af the bidders. The Consulting Engineer shali <br /> tabutate che bids on an electronic sgreadsheet form pravided by the City's Representative.The <br /> Consulting Engineer shall assist the City's Representative in evaluating 6ids ar proposals and in <br /> assembling and awarding contracts. The Consulting Engineer shall check the bidder's references <br /> and performance on prior projects. Based c�n the Consulting Engineer's evaluation of the bids <br /> and the qualifications of the bidders,the Consulting Engineer shall provide to the City's <br /> Representative a written recommendation for award of the cantract to one of the bidders or <br /> recornmend other action as may be appropriate.The final selection of the Canstruction Contractnr <br /> is the sole responsibility of the City Councii. <br /> 7. Completian Time. Camplete the bidding phase and prepare and submit the recommendation to <br /> the City's Representative for the award of the Contract{s}within ihe time period set farth in <br /> Exhibit C,Project Timeline. <br /> I,ast Revised:05121i2018 <br />
