Exhibit B <br /> �� <br /> September 26,2018 <br /> Billy Tyus,interim City Manager <br /> City Of Decatur <br /> One Gary K.Anderson Plaza <br /> DecatUr,IL 62523 <br /> Dear Mr.Tyus: <br /> Decatur Celebration, Inc. would like to work ahead for 2019, and formally request the use of the following City <br /> Parking Lots and Streets in the downtown area for August 2,3 and 4. <br /> Festival Perimeter&Fence <br /> Again for 2019,we ask permissian to fence the perimeter of the festival in order to enforce our"Band Together' <br /> wristband program which requires all adults 13 and up to purchase a wristband tor entry into the festival grounds. <br /> The fence wiil be erected on Thursday, August 1�` and Friday, August 2"d with all roadways remaining clear until <br /> 4am on Friday when barricades have typicaily been put in place to allow for daytime set up. 5ee incfuded map for <br /> fence and barricade locations. <br /> We have adopted the following policies in order to accommodate businesses and residents within the fence <br /> perimeter. Downtown businesses will be given access wristbands as needed for employees working during the <br /> festival. Downtown residents wili be given access wristbands for the number af people living in the hausehold,as <br /> well as parking passes for the number of vehicles in the household. <br /> Lots Requested for Public Paid Parking <br /> • Garage B <br /> • Garage C <br /> • Surface Lot A <br /> • Surface Lot F <br /> The spaces would be used exclusively by Decatur Celebration for paid parking at a rate of$5 or$6 per vehicle.
