Newell,P.E.,Public Works Director <br /> SUBJECT: Ordinance Providing for the Addition of a Portion of Brush College Road to the <br /> Municipal Street System of the City of Decatur,Macon County, Illinois <br /> City Project 2009-33 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Ordinances authorizing the Mayor to <br /> sign and the City Clerk to attest to the following jurisdictional transfer items: <br /> 1. Ordinance providing for the addition of a portion of Brush College Road to the municipal street <br /> system, from Faries Parkway north to East Harrison Avenue. <br /> 2. Ordinance providing for the addition of a portion of Faries Parkway to the municipal street system, <br /> from west of Brush College Road 0.71 miles to the east. <br /> PRIOR COUNCIL ACTION: <br /> These Jurisdictional Transfers are related to the City's Brush College Road/Faries Parkway Grade <br /> Separation Project. See Appendix A for prior Council actions on this project. <br /> BACKGROUND: <br /> On December 14, 2016, the City was informed by the Illinois Commerce Commission(ICC)that$12 <br /> million in Grade Crossing Protection funds had been allocated in their 2018-2022 5-year crossing <br /> safety improvement plan. On June 5, 2018, the City received the announcement of the award of a$25 <br /> million grant through the Illinois Competitive Freight Program for the Brush College/Faries Parkway <br /> Grade Separation Project. <br /> With the notice of the Freight Program award,the City is petitioning the ICC to make their$12 million <br /> available for the project now. Since the proposed project is centered on Brush College Road and <br /> Faries Parkway, it makes the petition process much cleaner if the subject roads are all under the <br /> jurisdiction of the City and part of the municipal street system. This removes Macon County and the <br /> Decatur Township from the ICC petition and assures that the major improvements are being made to <br /> streets under the control of the City. <br /> Jurisdictional Transfer—Brush College Road <br /> Brush College Road is maintained by the Macon County Highway Department from Faries Parkway, <br /> north to Illinois Route 48. Brush College south of Faries Parkway is maintained by the City. The <br /> Brush College Road/Faries Parkway Grade Separation bridge structure will occupy Brush College <br /> Road between Faries Parkway and East Harrison Avenue. It is proposed that the jurisdiction of this <br /> � 1 ^- <br />
