Infomation Technalogy
DATE: I I1512018
MEMO: 24l 8-09
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: James Edwards,I7irector Inforrnation Technology Deparhnent
SUBJECT: City TeleconnunicatiomContracts
SU14NIARY REC4MMENDATION: Staffrecorrnrnds that City Council approve the attached resalution, authorizing the
Interim Ciiy Manager ta sign and execute an agreement with Call One to utilize Synchronous Intemet Protacol(S1P)technology
for our exterri telecamrnunicarions neecls. SIP will provide teleghone data circuits far the City's voice telephone
carrununications and will reduce future telecomanunicarions expenses.
BACKGROUND:
The City's current voice telephone lines and usage contracts for local, long distance, and telephone data services are provided by
Call One under existing agreernents, SIP technology offers a more manageabie arid less costly model far delivery af vaice
communication through utilizatian of data networks instead of fixed copper(wired)services. We estimate that we will be able to
save rrore ttan$20,000 annually in telephone costs with this new system, savings made possible in large part because we are
able to utilize ticity's new fiber network.
Multiple SIP prpviders were coared including two iocai in-town providers. Our current telecommunications partr, Call
One,has provided the most cost-effective proposal under a 3-year service agreement locking in costs to the City and will reduce
City telephone eenses rnore than$1,500 per rnonth.
A secondary cornponent of tlus proposal is a reduction in the long distance per-minute usage ctrges. Currently the City is
paying.029 cents per minute for all long-distance calls and nottring for local calIs. Under the new Gall One SIP Service
agreement the City will be paying nothing for the first 80,000 minutes for local and lang distance, and only A15 cents per rninute
far tninutes over 80,000. TlCity cuzrentiy uses an average of 7$,000 in combined mirnites per month Estimated average net
savings far minutes usage is$200 or more per month.
PRIOR COUNCIL ACTION: None
P4TENTIAL OBJECTIONS. Nane anticipated
INPUT FROM OTHER SOURCES: None.
STAFF REFERENCE: Jim Edwards,TT Director,450-2236
CC}PY: This agreement repiaces an existing Ca114agreertnt and witi have a projected fviced savings of at least$I,50(}per
manth or$18,000 per year.
ATTACHMENTS:
Description Type
Cauncii Resolution Resoiution Lettea-
Call One VOIP Services Quote and Agreemerd Backup Material
