Item Coversheet 11130/2018 4:27:26 PM

Public Works
DATE: 11l19/2018
MEMQ: 20!8-59
TO: Honarable Mayar Julie Moore Wolfe and City Cauncil Members
FROM: Billy Tyus, Interim City Manager
Matthew C.Newell,P.E.,City Engineer
SUBJECT:
Resolution to Appropriate Motar Fuel Tax Funds ta pay the City's Portion to Improve the Mound Road/Spring Creek West and
Middle Bridges Structures 058-3035 and 058-3Q36
City Project 2017-06
SUMMARY RECQMIYIENDATIQN:
It is recommended that the City Council authorize the Mayor to sign, and the City Clerk to attest,to the following resolutions:
i. Resalution appropriating$500,000 in State Motar Fuel Tax(MFT)funds to pay for the City's$475,000 match with a
$25,OOQ contingency, for the improvement of the Maund Road/Spring Creek West and Middle Bridges. The total estimated
cast of the bridge improvement is$2,3'75,000.
2. Resolution autharizing a Locat Public Agency Agreement for Federai Participation ta irnprove the Mound Road/Spring
Creek West and Middle Bridges, Structures OS8-3035 and 058-3036. The Agreernent autharizes a$2,3'75,000 bridge
recanstruction project with Federal funding to a maximum of$1,900,000 with the baiance, estimated at$4'75,000 being owed
by the City.
BACKGROUND:
All bridges in the United States, including thase owned by the City are required by the Federal Government to be inspected every
twa years to assure the safety of the structures. The City's routine inspections of the Mound Road bridges over Spring Creek, and
fallow-up inspections by the Illinois Department of Transportatian(IDOT), identified the need far structural repairs(see attached
Iocation map).
At the request of the City in early 2Q16,IDQT performed a rating inspection of the Mound Raad 1 Spring Creek West Bridge. On
March 24,2016,the Department issued a letter ta the City lowering the rating of the bridge deck and superstructure ta a
"3" (Serious Condition)on a scale frorn 0-9(O=Required Closed,9=New). Acting on an additional request from the City, ID{T
perforrned a rating inspection of the Mound RoadlSpring Creek Middle Bridge in 2Q17. On February?,2017,IDOT issued a
letter to the City lowering the rating of the bridge deck and superstructure to a"2" (Critical Conditian)and ordered that the bridge
be inspected every 12 months to ensure its continued safe condition. At that time, IDOT recommended that the City look to
reptace the decks and superstructures on both bridges. The bridge superstructures include the entire bridge structure abave the pier
tops, generally the driving surface(deck}and beams or girders supporting the driving surface.
Federal funding was secured to assist in repiacing the beams and deck an this bridge. The attached Agreement allocates Federai
funding up to$1,900,4Q0 af the estimated$2,375,000 tatal construction cost. The City match is estimated ta be$475,000. It is
proposed that$500,000 in State Motor Fuel Tax funds be autharized to cover this cost alang with a$25,400 cantingency. The
City is ultirnately respansible for all costs in excess af$1,900,000.
Because the project will utilize Federal funds, the work will be completed under a State contract with the City praviding the daily
project inspection under IDOT supervision. The Local Agency Agreement autharizes the use of Federal funds for the project and
for the State to oversee the construction cantract.
CQNSTRUCTIQN SCHEDULE:
