Jaly 3,2017—City Council approved Resolution R2017-$9 appropriating $339,100 in State Motor

<br /> December 3,2018—City Cauncil approved Resolution R.2018-145 appropriating $500,000 in State
<br /> Motor Fuel Tax fiands ta pay for the City's $475,000 match with a$25,000 contingency, for the
<br /> improvement of the Maund Raad/Spring Creek West and Middle Bridges. The total estimated
<br /> cost of the bridge improvement was$2,3'75,000.
<br /> December 3,2018—City Council approved Resolution R2018-146 authorizing a Locai Public
<br /> Agency Agreement for Federal Participation ta improve the Mound Raad/ Spring Creek West and
<br /> Midd�e Bridges, Structures 058-3035 and 0�8-3036. The Agreernent autharized a $2,375,000
<br /> bridge reconstruction project with Federal funding to a maximum of$1,900,000 with the balance,
<br /> estimated at$475,000, being paid by the City.
<br /> BACKGRUUND:
<br /> 4n December 3, 2018, the City Council appraved a City-State Joint Agreement for the
<br /> reconstruction of the Maund Road West and Middle Bridges over Spring Creek. This agreement
<br /> appraved a maximum arnaunt af$1.9 million in Federal Funds and City Motor Fuel Tax funding to
<br /> pay the balance of the project costs which were, at that time,projected to be appraximately
<br /> $475,000. Tata1 projeet funding for the proposed bridge work was authorized at$2,375,000.
<br /> The recanstructian of these two bridges is a praject af the Illinais Department of Transportation
<br /> (IDOT), which oversees the projects that use Federal Funds. IDOT advertised the project and bids
<br /> were received at the State Ietting held in Springfieid on Friday, January 18. The results of the State
<br /> bid letting are as fallows:

<br /> Sangamo Construction Campany provided the low bid and has been identified as the lowest
<br /> qualified bidder by the Illinois Department af Transportation. Sangamo Constructian is
<br /> headquartered in Springfield, Illinois, and is a known and respected bridge contractor in the State.
<br /> All the bids received by the State were over the original estimate provided by the City's Design
<br /> Engineer,AECQM Technical Services. In accordance with State bidding rules, IDC}T will not
