Item Coversheet 2/26/2019 1:44:46 PM <br /> � <br /> Public Works <br /> DATE: 2/20/2019 <br /> MEMO: 2019-14 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Wendy Morthland,Interim City Manager <br /> Matthew C.Newell,P.E.,Public Works Director <br /> SUBJECT: <br /> Resolution Authorizing Amendment#1 to Local Public Agency Agreement for Federal Participation with the State of <br /> Itlinois to Improve the Mound Road/Spring Creek West and Middle Bridges, Structures 058-3035 and 058-3036 <br /> City Project 2017-06 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor to sign, and the City Clerk to attest <br /> to Amendment#1 to the Local Public Agency Agreement for Federal Participation to improve Mound Road West and Middle <br /> Bridges over Spring Creek, Structures 058-3035 and 058-3036. The Amendment authorizes an additional $100,000 in Federal <br /> funds for the project. The additional funds are added to the original agreement amount of$1,900,000, for a total of$2,000,000 in <br /> Federal funds for the project. <br /> BACKGROUND: <br /> On December 3, 2018,the City Council approved a City-State Joint Agreement for the reconstruction of the Mound Road West <br /> and Middle Bridges over Spring Creek. This agreement approved a ma�cimum amount of$1.9 million in Federal Funds and State <br /> Motar Fuel Tax funding to pay the balance of the project costs which were,at that time,projected to be approximately $475,000. <br /> Because the project is receiving Federal funding, it is under the direct control of the Illinois Department of Transportation who <br /> received bids for the work on January 18th. A low bid of$2,504,685.13 was provided by Sangamo Construction Company. This <br /> bid was $129,686 higher than the amount originally authorized by Council. On February 4,2019,the City Council appropriated <br /> $150,000 in additional State Motor Fuel Tax funding for a total of$625,000 to cover the higher bid price which enabled IDOT to <br /> accept the bid and proceed with the project. The bridge work is planned to begin in April of this year. <br /> Since the bids were opened,the City requested and has received approval from the Decatur Urbanized Area Transportation Study <br /> (DUATS)for additional Federal funding to cover the higher project amount. Amendment#1 to the Local Public Agency <br /> Agreement(originally approved by Council on December 3,2018)authorizes an additional $100,000 in Federal funds for the <br /> project, for a total of$2 million. This will reduce the planned City expenditure to$504,686. However,it should be noted that <br /> under the Agreement,the City will be responsible for all project costs that exceed the$2 million Federal funding limit for the <br /> project. <br /> SCHEDULE: DESIGN AND CONSTRUCTION: <br /> Construction is planned to begin in April with completion by the end of 2019. <br /> PRIOR COUNCIL ACTION: <br /> Page 1 of 2 <br />
