Item Coversheet 2/26/2019 1:44:46 PM <br /> January 7,2013—City Council approved Resolution No.R2013-01 authorizing a preliminary design services agreement between <br /> the City of Decatur and URS Corporation to complete a preliminary design to improve the Mound Road bridges over Spring Creek <br /> for a fee not to exceed$22,100. <br /> January 7,2013—City Council approved Resolution No.R2013-02 appropriating$22,100 in State Motor Fuel Tax funds to pay <br /> for the agreement with URS Corporation to complete a preliminary design for the subject bridges. <br /> June 20,2016—City Council was given a memorandum detailing the condition and status of the City's bridges that fall within the <br /> jurisdiction of the National Bridge Inspection Standards(NBIS). This memorandum identified bridges with structural concerns <br /> including the three bridges on East Mound Road over Spring Creek. The east most Mound Road bridge was replaced in 2016. <br /> This project will design improvements for the middle and west bridges. <br /> July 3,2017—City Council approved Resolution R2017-88 authorizing a professional engineering services agreement between <br /> the City of Decatur and AECOM Technical Services, Inc.,(AECOM)to perform bridge design services for the Mound Road/ <br /> Spring Creek West and Middle bridges far a fee of$339,100. <br /> July 3,2017—City Council approved Resolution R2017-89 appropriating$339,100 in State Motor Fuel Tax funds to pay for the <br /> agreement with AECOM to perform bridge design services for the Mound Road/Spring Creek West and Middle bridges. <br /> December 3,2018—City Council approved Resolution R2018-145 appropriating$500,000 in State Motor Fuel Tax funds to pay <br /> for the City's$475,000 match with a$25,000 contingency, for the improvement of the Mound Road/Spring Creek West and <br /> Middle Bridges. The total estimated cost of the bridge improvement was $2,375,000. <br /> December 3,2018—City Council approved Resolution R2018-146 authorizing a Local Public Agency Agreement for Federal <br /> Participation to improve the Mound Road/Spring Creek West and Middle Bridges, Structures 058-3035 and 058-3036. The <br /> Agreement authorized a$2,375,000 bridge reconstruction project with Federal funding to a maximum of$1,900,000 with the <br /> balance,estimated at$475,000,being paid by the City. <br /> February 4,2019—City Council approved Resolution R2019-20 authorizing the appropriation of an additional $150,000 in State <br /> Motor Fuel Tax(MFT)funds to pay for the City's portion of the improvement of the Mound Road West and Middle Bridges over <br /> Spring Creek for a total authorized MFT expenditure of$625,000. <br /> POTENTIAL OBJECTIONS: None <br /> INPUT FROM OTHER SOURCES: <br /> Illinois Department of Transportation <br /> STAFF REFERENCE: Matt Newell, Public Works Director,and Paul Caswell,City Engineer.Matt will be in attendance at the <br /> City Council meeting to answer any questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: The Local Public Agency Agreement for Federal Participation authorizes a total project of$2,504,686 for the <br /> Mound Road West and Middle Bridges over Spring Creek with Federal funding up to $2 million. The City's portion of the project <br /> is estimated to be$504,686. The City will be responsible for the balance required above the agreement amounts.
