POLTCY: <br /> The City af Decatur encaursges a diverse wackfonce foc a!!public projects.Toward that end,the <br /> City establishes goats far participation by Minority Business Enterpcises (MBE) and minority <br /> warkers for pubtic wocks contracts.The objectives af the minoriCy participation goals include: <br /> A. Ensuring non-discrimination in the award and administration af City public works <br /> cantracts; <br /> ' B. Encours�ging a level playing field on which MBE and rninority workers can compete fairly <br /> for City public warks contracts; <br /> C. Helping to remove barriers to the partiaipation ofMBE and minority workers in City pnblic <br /> works contracts; <br /> D. Pramating the use of MBE and minority workers in City public works projects; <br /> E, Ensaring the minority participation goals are narrc�wIy tailored in accordance with <br /> applicabte law; <br /> F. Providing agpropriate flexibility to contractars in establisl�ing and providing oppartunities <br /> far MBE and minarity workers; <br /> SECTIUN 18-2.DEFINITION3: <br /> A. MIl+fORTTY: For purposes of this Article, tize City hereby adopts and incozgorates by <br /> reference"minority gerson"as defined in the Iltinois Business Enterprise for Minorities, <br /> Females and Persons wiCh Disabilities Aet,3U ILCS 57512. <br /> B.
