Concrete for Street Maintenance In 2013,the City began allocating State MFT funds to provide concrete for street maintenance work performed by City staff with the Public Works Department. City crews perform concrete repairs at a lower cost than can be obtained by contracting out similar work. Increasing the materials available for concrete repair work improves the ability of the City to maintain its street system and stretch its limited funds further. Road Salt The City purchases road salt to help clear ice from the streets during winter snow and ice operations. Salt purchases are made through the State bidding process conducted by the Illinois Department of Central Management Services (CMS). In the spring of each year, the City must place an order with CMS before bids are received. Prior to 2014, the City purchased road salt from the General Operating Fund; however, due to ongoing budget difficulties,the State MFT allocation was increased to include funding to purchase road salt. This year's allocation was increased by 73%over last year's allocation due to the particularly difficult winter season we have experienced. Striping Starting in 2017, the City has partnered with the County to stripe various City streets under a joint City/County project. These streets are typically busy streets and intersections that need frequent refreshing, such as the intersection of Brush College and Faries Parkway. Asphalt Starting in 2018, the City began purchasing asphalt using State MFT funds to increase the street maintenance funds allocated in the General Fund. As the City's overall street condition declines, the amount the City expends for pot hole repairs will continue to increase. Pavement Asset Management Software The City uses software developed by Lucity Inc. to inspect and manage the City's pavement system. Currently inspections are done using an aging laptop computer that stores the entire City's pavement data. The new software is an add-on to the City's current inspection software. It will allow the City to inspect streets with a tablet or a smart phone while the data is safely stored on the City's servers. This software will help improve efficiency in inspections and provide better data security. SCHEDULE: Traffic signal maintenance and concrete and asphalt street work are year-round operations. Sufficient salt is purchased as necessary to support winter snow/ice removal operations and to assure that each winter season begins with a full salt supply on hand. Additional salt is purchased as the City's salt reserves are depleted. Striping will be completed prior to November. Asset management software will be purchased after approval and prior to fall pavement inspections.
