Pre-bid Meeting Minutes for LAKE HOUSE PARKING AND PIER IMPROVEMENTS CITY PROJECTS 2018-36 Public Works Conference Room 1:30 p.m., VVednesday, Januaryl6, 2019 I. Introduction Introductions by Matt Newell, Public Works Director. This is a mandatory pre-bid meeting. Only those bidders who are listed on the attendance sheet will be allowed to bid on the project. II. Project Review The Project consists of removing and replacing, ��ith concrete, the pavement on the pier south of the Lake House at I101 S. Lake Front Road, in addition to re paving the parking lot to the north with asphalt. The concrete on the pier will be partially stamped with stamps available at the City s Municipal Ser-vices Center. The fence around the pier will be replaced with a similar fence to what is there now that is vinyl coated. In the par•king lot and around the Lake House, there x�ill be some asphalt milling close to the lake, and some asphalt patches in locations shown on the plans. There will also be pipe drains installed, bollards,perrking blocks, and pavement striping. III. Minority Participation Goals Review of City Code Chapter 28, Article 10(Handout and Discussion by Newell). A. Policy The City�•equires that general contractof•s show good,faith efforts to meet the City's goals of 10%of the project amount be used to hire MBE subcontractors when subcontracting opportunities exist, and 18%total hours are to be worked by minority employees. Note that there are lwo goals that need to be addressed. B. Definitions The Prospective bidders are directed to the handout that provides an excerpt of the State's definition of a minority. According to 301LCS 575/2, a minority person is:American Indian or Alaska Native;Asian; Black or African American;Hispanic or Latino;Native Hawaiian or Other Pacific Islander. C.
