PULICY: <br /> The City+�f I�ecatur encauxa�es a diverse workforce for ali public projects, Toward that end, the <br /> City estabiishes goals for participation kry Minority Business Enterprises (MBE) and rninarity <br /> warkers for public works contracts. The objectives of the minority participation gaais include: <br /> A. Ensuring nan-discrimination in the award and administration af City public works <br /> contracts; <br /> B. Encouraging a level playing field on which MBE and zninority warkers can compete fairly <br /> for City public works contracts; <br /> C. Heiping to retnove barriers to the participation of MBE and minority workers in City public <br /> warks contracts; <br /> D. Pramoting the use of MBE and minority workers in City public works projects; <br /> E. Ensuring the minarity participation goals are narrowly tailored in accardance with <br /> applicable law; <br /> F. Providing appropriate flexibility to contractors in establishing and providing apportunities <br /> for MBE and;minority workers; <br /> SECTION 10-2. DEFINITICINS: <br /> A. MINOI2ITY: For purposes of this Article, the City hereby adopts and incorporates by <br /> reference "minority person" as defined in the Illinais Business Enterprise for Minorities, <br /> Females and Persons with Disabilities Act, 3p ILCS 575/2. <br /> B. MIN(3RITY BUSINESS ENTER.PRISE (MBE): A business that is owned and <br /> controlled by minorities. There znust be not less than 51 percent minority ownership of the <br /> business, and the minority ownership must control the management and daily aperatians <br /> of the business. <br /> SECTION 10-3. MINORITY PARTICIPATION GOALS IN PUBLIC PRQJECTS. <br /> A. Contractars far City projects shall make a good faith effart to comply with the following <br /> minimum goals: <br /> (I} Ten(I 0)percent of the total dollar amaunt ofthe contract shauld be perfarmed by Minarity <br /> Business Enterprises if suiacontracting oppot�:ur►ities are available; and, <br /> (2)Eighteen (I 8)percent af the totai haurs worked should be performed by minariiy wark.ers. <br /> B. Subcantracting is not required for a City proj�ct. If a subcontractar is used, the cantractar <br /> shall make a good faith effort to meet the City's minority participatian goals. <br />
